Job Overview:
The Project Manager/Senior Project Manager is responsible for the daily operations of the project and provides services to various donors, partners, and beneficiaries. This role acts on behalf of the Project Board to manage the project continuously during the Implementation Stage. The primary responsibility of the Project Manager/Senior Project Manager is to ensure that project outcomes are delivered within specified tolerances of time, cost, quality, scope, risk, and benefits. The individual is expected to meet the performance objectives and delivery expectations of the organization. The Project Manager/Senior Project Manager has the authority to assign work packages to Team Managers according to the Project Plan and approve the deliverables produced by them. Additionally, the Project Manager/Senior Project Manager is responsible for creating the Implementation Plan, utilizing the Project Initiation Document (PID), the Legal Agreement, and having a deep understanding of the terms, conditions, and respective roles and responsibilities of partners/stakeholders to ensure that project outcomes can satisfy the business cases for both UNOPS and its partners. The success of the project(s) and, therefore, the Project Manager/Senior Project Manager will be based on the defined Success Criteria.
Duties and Responsibilities:
- Project delivery and performance: Ensure that all project deliverables are met according to the project plan and within the agreed-upon timeframes and quality standards.
- Procedures: Establish and maintain project procedures to ensure compliance with UNOPS policies and guidelines.
- Monitoring and reporting: Regularly monitor project progress and prepare reports for stakeholders, ensuring transparency and accountability.
- Stakeholder engagement: Actively engage with stakeholders to ensure their needs and expectations are met throughout the project lifecycle.
- Quality assurance: Implement quality assurance processes to ensure that project outputs meet the required standards.
- Knowledge management and innovation: Foster a culture of knowledge sharing and innovation within the project team.
- Personnel management: Manage project personnel, ensuring that team members are supported and developed throughout the project.
Required Qualifications:
A higher university degree (equivalent to a Master's) is required, preferably in areas such as Finance, Economics, Administration, Supply Chain, Project Management, Architecture, Engineering, etc. A higher university degree (equivalent to a Bachelor's) will be accepted, provided that the candidate has a minimum of 7 years of relevant experience. Certification: Possession of PRINCE2® Foundation/Practitioner certification is desirable. If not held, it must be completed within the first 6 months of employment. Possession of Professional Project/Program Management certification (MSP® or PMI-PgMP/PMI-PMP) is also valued.
Educational Background:
Candidates must possess a higher university degree (equivalent to a Master's) in relevant fields such as Finance, Economics, Administration, Supply Chain, Project Management, Architecture, or Engineering. Alternatively, a Bachelor's degree in these areas is acceptable if accompanied by at least 7 years of relevant experience.
Experience:
A minimum of 5 years of experience (or 7 years with a Bachelor's degree) in the implementation/execution of technical assistance projects in procurement or medium-high complexity implementation is required. Experience working with international organizations in project execution and delivery is desirable. Previous experience working with UNOPS in managing similar projects is also valued. A proven track record of successfully executed plans and projects, along with experience in creating and executing project plans, is essential. Strong problem-solving skills are necessary.
Languages:
Fluency in Spanish is required. Intermediate proficiency in English is also required, enabling effective communication in both languages.
Additional Notes:
This role is primarily based at the UNOPS office in Peru, located at Calle los Libertadores 757 - San Isidro, Lima, Peru, under a full-time in-office arrangement, attending the office 5 times a week. The office does not provide parking space for employees.
