Job Overview:
The Accounts and Finance Management Officer plays a crucial role in providing effective budget and finance support services to WHO programs and administration in the Africa Region. This position is responsible for managing financial assets in compliance with WHO policies and procedures. The officer will be involved in various financial processes, including expenditure batch management, financial reconciliation, compliance monitoring, travel management, and imprest support. The role requires a high level of accuracy and attention to detail, as well as the ability to work collaboratively with other staff members to ensure the smooth operation of financial activities. The officer will also be expected to identify areas for improvement in financial processes and contribute to capacity building among finance staff in the field.
Duties and Responsibilities:
- Expenditure Batch Management: Responsible for data entry and validation of expenditure data into the eEB system, ensuring data integrity and adherence to WHO guidelines. This includes creating and preparing eEBs for expenditure requests, monitoring their progress, and following up on approvals.
- Financial Reconciliation and Compliance: Conduct regular reconciliations of eEB data with supporting documentation, preparing reports on findings and corrective actions. Ensure compliance with WHO financial regulations and assist in resolving discrepancies.
- Travel Management and Imprest Support: Assist in the quality assurance review of travel requests and claims, identifying recurring issues and proposing improvements. Review imprest returns and provide support to finance staff in the field.
- Other Duties: Undertake additional finance-related tasks as assigned by the Finance Officer to enhance the efficiency of the Accounts and Finance Management unit.
Required Qualifications:
Essential qualifications include completion of secondary school education or equivalent technical or commercial education. Desirable qualifications include training in Accounts, Budget, or Finance. Candidates should possess excellent organizational and time management skills, good analytical skills, and sound planning abilities. Knowledge of WHO financial regulations and internal control procedures is also essential.
Educational Background:
Candidates must have completed secondary school education or equivalent technical or commercial education. Additional training in Accounts, Budget, or Finance is desirable and will enhance the candidate's suitability for the position.
Experience:
A minimum of ten years of relevant work experience is essential for this position. Desirable experience includes working in Accounts, Budget, and Finance support positions within WHO or another UN agency, as well as familiarity with Oracle-based or other ERP systems. Candidates should demonstrate a strong understanding of financial processes and compliance requirements.
Languages:
Essential language skills include intermediate knowledge of English and expert knowledge of French. Desirable language skills may include other languages that can enhance communication within the organization and with stakeholders.
Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at XAF 14,437,000, subject to mandatory deductions for pension contributions and health insurance.
