Job Overview:
The consultant will be responsible for finalizing the survey protocol and tools necessary for the Measles Rubella Post Campaign Coverage Survey. This includes developing training materials for data collectors, training evaluators, and assigning roles to household listers and data collection teams. The consultant will oversee the supervision of field teams and support the data cleaning and analysis process using appropriate statistical packages. A technical report will be drafted and circulated for comments before finalization. The role is crucial in ensuring the effectiveness of the upcoming nationwide measles vaccination campaign scheduled for September 2024, following the recommendations from the Strategic Advisory Group of Experts on Immunization (SAGE). The consultant's work will directly impact the assessment of immunization coverage and the identification of gaps in immunity among children in Zambia.

Duties and Responsibilities:
  • Finalize the survey protocol by November 14, 202
  • Develop and finalize survey tools and conduct training for evaluators by November 21, 202
  • Draft and finalize a technical report on the Measles Rubella Post Campaign Coverage Survey by December 31, 202
  • Prepare and deliver a comprehensive dataset of the survey results by December 31, 202
  • Train data collectors and evaluators, ensuring they understand their roles and responsibilities.
  • Supervise field teams during data collection to ensure adherence to protocols.
  • Conduct data cleaning and analysis using statistical software.
  • Circulate the technical report for feedback and finalize it based on comments received.
  • Provide oversight and technical support during local travel to ensure data collection quality.

Required Qualifications:
Essential qualifications include a master’s degree in public health, epidemiology, demography, or biostatistics from the University of Zambia or an accredited institution. Candidates must have over 10 years of experience in large-scale public health evaluations and surveys, particularly in estimating immunization coverage. Strong writing and communication skills, demonstrated through published work, are essential. Desirable qualifications include experience in planning and facilitating training at various governmental levels.

Educational Background:
Candidates must possess at least a master’s degree in public health, epidemiology, demography, or biostatistics from a recognized institution. An additional undergraduate degree from an accredited university is also required. The educational qualifications must be from institutions listed in the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of 10 years of experience working on large-scale public health evaluations and surveys, particularly at the national or provincial level. Experience in estimating immunization coverage is crucial. The consultant should be available to start the consultancy at short notice and have a proven track record of published work in relevant fields.

Languages:
Excellent knowledge of English is mandatory. Knowledge of at least one local language is desirable, which can enhance communication with local communities during the survey process.

Travel costs are excluded from the consultant's remuneration, which will be determined based on the candidate's qualifications and experience.
