Job Overview:
The FSL Program Manager is tasked with implementing and achieving programs related to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods, as well as cash and voucher assistance (CVA) modalities. This role involves supervising operational teams and ensuring the quality and relevance of the programs. The FSL PM will lead the response to the food insecurity crisis in West and Central Darfur, particularly in light of the ongoing conflict and humanitarian needs. The position requires developing conflict-sensitive analyses and food security strategies, as well as coordinating with other humanitarian actors in the region.
Duties and Responsibilities:
The FSL Program Manager will be responsible for the following duties:
- Implementing and managing food security and livelihood programs, ensuring they meet the needs of affected populations.
- Supervising and supporting operational teams to ensure effective program delivery.
- Conducting assessments to identify needs and inform program adjustments.
- Leading the cash and voucher assistance response to the food security crisis.
- Coordinating with local partners and other humanitarian organizations to enhance program effectiveness.
- Developing and implementing a food security strategy for the base.
- Monitoring and evaluating program outcomes and making necessary adjustments.
- Building the capacity of team members and structuring the team for optimal performance.
- Engaging in market strengthening activities to support local economies. 1
- Reporting on program progress and challenges to senior management.
Required Qualifications:
Candidates must possess the following qualifications:
- A Bachelor’s or Master’s degree in a relevant field such as economics, agriculture, nutrition, or international relations.
- A minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in similar roles.
- Strong expertise in managing cash and voucher assistance programs.
- Knowledge of livelihood, agricultural, and market strengthening sectors.
- Prior experience in the nutrition sector is advantageous.
- Proven ability to work under pressure and adapt to changing circumstances.
- Strong initiative and leadership capabilities.
Educational Background:
The educational background required for this position includes a Bachelor’s or Master’s degree in a relevant field such as economics, agriculture, nutrition, conflict studies, or international relations. This educational foundation is essential for understanding the complexities of food security and livelihoods in humanitarian contexts.
Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in roles that are similar in nature. This experience should include a strong focus on food security and livelihoods, as well as cash and voucher assistance programs. Candidates should demonstrate a track record of successful program management and implementation in challenging environments.
Languages:
Fluency in English is mandatory for this position. Knowledge of French is considered an advantage, while proficiency in Arabic would be a strong asset, given the context of the work in Sudan.

- The role is based in Geneina, Sudan, which has a volatile security situation. The compensation package includes a gross monthly salary starting from EUR 2,310, a monthly per diem of USD 750, and coverage for accommodation and travel expenses. Expatriates will also receive a break allowance and additional rest days during their assignment. Living conditions are basic, with limited social life and amenities available in the area.
