Job Overview:
The position of Consultant for Teacher Professional Development is integral to the implementation of the Strengthening Teacher Education Programmes in Cambodia (STEPCam) Phase II. This consultancy is part of a larger initiative supported by a $12.62 million System Transformation Grant from the Global Partnership for Education (GPE). The consultant will work closely with the Ministry of Education, Youth and Sport (MoEYS) to enhance the Continuous Professional Development (CPD) system for teachers. The role involves providing technical support to expand and strengthen the CPD system, ensuring it is robust and comprehensive. The consultant will collaborate with various stakeholders, including government officials and development partners, to improve the quality of education and learning outcomes for students in Cambodia. The position requires a strong focus on teacher education, professional development, and the integration of digital strategies in education delivery.

Duties and Responsibilities:
The consultant will have a wide range of duties and responsibilities, including:
  • Supporting the MoEYS in expanding the CPD system to enhance its management capacity and comprehensiveness.
  • Developing mechanisms for recognizing prior learning and accrediting CPD activities.
  • Providing technical oversight for the accreditation of CPD providers and offerings.
  • Assisting in the development of a multi-year national CPD/INSET plan.
  • Building capacity within the MoEYS, particularly in the Teacher Development Department, for CPD and Management Information System (MIS) management.
  • Leading efforts to develop accreditation systems and guidelines for self-directed CPD.
  • Supporting the MoEYS in piloting mechanisms to award CPD credits for completed projects.
  • Developing training programs and materials for stakeholders involved in the CPD system rollout.
  • Coordinating and monitoring the CPD system rollout at target schools and conducting training needs assessments. 1
  • Assisting in identifying future priorities for CPD and MIS system expansion.

Required Qualifications:
The required qualifications for this position include:
  • A Master’s degree in education, teacher education, public policy, or a related field.
  • At least 15 years of international experience in education policy, planning, and implementation of CPD systems.
  • Proven experience working with government departments and building institutional capacity in education.
  • Knowledge of CPD systems in various country contexts.
  • Experience with UN agencies, the World Bank, or international NGOs is desirable.
  • A good understanding of the Cambodian education system and teacher education reform is also preferred.

Educational Background:
Candidates must possess at least a Master’s degree in fields related to education, teacher training, public policy, or other relevant technical areas. This educational background is essential for understanding the complexities of teacher education and professional development.

Experience:
The position requires a significant level of experience, specifically at least 15 years in the field of education policy and planning. Candidates should have demonstrated experience in implementing and monitoring CPD systems and programs related to teacher education. Experience working with government officials and building institutional capacity in the education sector is crucial. Additionally, candidates should have a strong background in teacher education and development, particularly in international contexts.

Languages:
Fluency in written and spoken English is mandatory for this position. Candidates should possess excellent communication skills to effectively engage with various stakeholders. Knowledge of additional languages may be considered an asset but is not explicitly required.

The contract duration for this consultancy is 11 months, tentatively from November 2024 to October 202
  • The consultant is expected to provide technical assistance for 110 working days, including two mission trips to the provinces. The consultant will work closely with the Directorate General of Teacher Education and Development and may work from the UNESCO Phnom Penh Office. The consultant is responsible for their own tools and equipment, while the MoEYS will provide necessary working space and access to resources during in-person sessions. The position is open to external candidates.
