In 2023, the projected budget for SI's mission in the Central African Republic (RCA) is approximately 9 million euros, with ongoing project proposals to ensure financial stability for the year. The activities are spread across three operational bases (Kaga Bandoro, Markounda, and Bouar) covering the central/northern region of the country and part of the west, with the coordination office located in the capital, Bangui. Currently, there are about 180 staff members involved in the mission.

Job Overview:
The position of Responsable de Base Log Admin is crucial for the effective management of the base in Bouar. The individual will work under the direct supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and the functional supervision of the Finance and Human Resources Coordinator and the Logistics Coordinator. The primary responsibility is to ensure the representation of Solidarités International at the base level and to facilitate communication among various services. The role includes being the security focal point for the base, ensuring compliance with SI's rules and procedures. The Responsable de Base Log Admin will manage the administrative, accounting, financial, and logistical aspects of the base, ensuring adherence to donor procedures and SI's internal policies. This position also involves organizing logistical and administrative support for programs and supervising all logistical activities at the assigned base. The individual will need to have a good understanding of the procedures of the French Development Agency (AFD) as they apply to many contracts, in addition to SI's procedures.

Duties and Responsibilities:
The duties and responsibilities of the Responsable de Base Log Admin include:
  • Ensuring that security Standard Operating Procedures (SOPs) are understood and followed by all staff members.
  • Conducting security training in collaboration with the security manager, tailored to the local context.
  • Overseeing project purchases and ensuring compliance with donor and SI procedures.
  • Ensuring that purchases are made in accordance with the Procurement Plan (PPM) and the Market Procurement Table (TPM).
  • Establishing minimum framework contracts for the base, including cleaning products, office supplies, and bottled water.
  • Monitoring fuel usage in compliance with logistical procedures.
  • Maintaining a proper filing system for logistical documents.
  • Collaborating with the mission and headquarters to establish a minimum Human Resources setup for project activities.
  • Ensuring that project recruitments align with the PARSEP project programming. 1
  • Working with the Finance and Administration Coordinator and headquarters to ensure compliance with recruitment procedures and proper filing of Human Resources documents.

Required Qualifications:
The required qualifications for the position include:
  • A strong background in logistics and/or administration.
  • A minimum of 5 years of experience in the humanitarian sector is required, with prior experience in a similar role being an advantage.
  • Technical skills in supply chain management, vehicle fleet management, communication equipment, IT equipment, stock management, and security.
  • Proficiency in human resources management and administration.
  • Experience in accounting, treasury, and financial management.
  • Ability to work in a volatile security context and knowledge of PSEAH principles.
  • Intercultural competence and the ability to work effectively in diverse environments.

Educational Background:
The educational background required for this position includes formal training in logistics and/or administration. Candidates should possess relevant qualifications that demonstrate their capability to manage the logistical and administrative functions of the base effectively.

Experience:
Candidates must have a minimum of 5 years of experience in the humanitarian sector. Experience in a similar position is highly desirable, as it indicates familiarity with the challenges and responsibilities associated with managing a humanitarian base in a complex environment.

Languages:
Fluency in French is mandatory for this position, while proficiency in English is considered an asset. The ability to communicate effectively in both languages will enhance collaboration with international teams and stakeholders.

  • The role is based in Bouar, Central African Republic, which is classified as a security level 3 area. There is a state-imposed curfew and an SI curfew in place. The living conditions at the base are relatively stable, with 24/7 electricity and access to clean water. The salary for this position starts at EUR 2,365 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem. SI also covers housing and travel expenses for expatriates. During the mission, a work and leave rotation system is implemented, allowing for breaks every three months, with additional rest days accrued. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, as well as repatriation costs.
