Job Overview:
The National Coordinator position is integral to the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow). This role involves a wide range of liaison duties in countries where the ILO does not have a country office. The National Coordinator is responsible for national coordination duties and supporting the Decent Work Team (DWT) in implementing the Decent Work Country Programme (DWCP). This includes facilitating inter-agency information sharing and interaction with the UN Country Team (UNCT) and providing programming and administrative support for Development Cooperation (DC) activities in the country. The National Coordinator will focus on the ILO’s four strategic objectives: standards and fundamental principles and rights at work, employment promotion and enterprise development, social protection, and social dialogue. The role is crucial in operationalizing the country programme under the Decent Work Agenda and contributing to the achievement of the Strategic Development Goals (SDGs).

Duties and Responsibilities:
The National Coordinator will serve as the primary point of operational and administrative contact for tripartite constituents in the country, maintaining liaison and cooperation with UNDP and other UN agencies, as well as local donor representatives and international partners. Responsibilities include collecting and analyzing country-specific development plans, participating in the design and implementation of the DWCP, holding regular coordination meetings with ILO project staff, identifying activities for implementation, preparing seminars and workshops, facilitating inter-agency information sharing, and preparing briefs and reports on country activities. The National Coordinator will also act as a liaison officer, disseminate ILO publications, draft and translate official documents, and provide interpretation services during meetings. Additional duties may be assigned by the supervisor as needed.

Required Qualifications:
Candidates must possess a first-level university degree in economics, social or humanitarian sciences. The role requires excellent analytical skills, the ability to communicate effectively both orally and in writing, and strong drafting skills. Knowledge of the UN system's role in development, financial rules and regulations, and the ability to perform conceptual analyses for project formulation and evaluation are essential. Candidates should demonstrate good organizational skills, the ability to work independently and as part of a team, and the capacity to engage with diverse stakeholders with tact and diplomacy.

Educational Background:
A first-level university degree in a relevant field such as economics, social sciences, or humanitarian studies is required. Equivalent work experience may be considered in lieu of a university degree, with specific criteria outlined for candidates lacking formal educational qualifications.

Experience:
Candidates should have at least one to two years of professional experience at a country level in national development. Experience in development work within international organizations is considered an advantage, as it provides valuable insights into the operational context and challenges faced in implementing development initiatives.

Languages:
Excellent command of English and Kazakh is mandatory for this position. A working knowledge of Russian is considered an advantage, as it enhances communication capabilities within the region and with various stakeholders.

The position is a fixed-term contract and is classified at the NOA grade level. The entry-level salary for this position is approximately 34,482 United States dollars per year.
