Job Overview:
As the Senior Project Officer, specifically the Coordinator of MEAL-ICT4D and Knowledge Management for the Horizontes initiative, you will provide technical guidance and support related to Monitoring, Evaluation, Accountability, and Learning (MEAL) and knowledge management to CRS staff and shared-value partners. Your role is crucial in ensuring that both quantitative and qualitative data from the initiative are processed efficiently, generating actionable information for CRS, partners, and participants. You will uphold high standards of data quality and compliance with CRS MEAL policies and procedures. The position emphasizes innovative MEAL solutions and fosters a culture of learning and accountability across all teams involved in the initiative. You will also be responsible for identifying promising practices, technologies, and platforms for knowledge management and collective accountability, ensuring their adoption through training and coaching.

Duties and Responsibilities:
Your responsibilities will include organizing and leading the implementation of all MEAL and knowledge management activities in the field under the supervision of the MEAL Manager. This involves adhering to the Detailed Implementation Plan and ensuring compliance with CRS program quality standards, donor requirements, and industry best practices. You will promote an effective knowledge management culture and develop mechanisms to evaluate its performance. It is essential to ensure that learning is integrated throughout the project cycle, addressing implementation challenges and informing necessary adjustments. You will maximize the use of CRS platforms such as CommCare, PowerBI, and MS Teams, ensuring that information is centralized and accessible. Collaborating with the ICT4D specialist, you will explore solutions that engage participants in data collection and reporting through collective collaboration and citizen science. Additionally, you will develop tools and resources that support adaptive learning during project execution, facilitate learning opportunities and events, lead the implementation of feedback and response mechanisms, and ensure quality monitoring processes are in place. You will also coordinate relationships with local stakeholders and ensure timely documentation and reporting of MEAL activities.

Required Qualifications:
A Bachelor's degree in a field related to MEAL and Knowledge Management is required, along with a minimum of 4 years of work experience supporting projects, ideally in MEAL and knowledge management within an NGO context. Additional experience may substitute for part of the educational requirement. Proven experience working with partners, participatory action plans, and community engagement is essential. Strong skills in managing databases and digital information platforms, such as CommCare and PowerBI, are necessary, with advanced knowledge of DAX language for database management. Familiarity with statistical programs like SPSS or STATA and qualitative analysis software such as NVivo or AtlasTi is preferred. Knowledge of GIS and its integration with data reporting platforms is valued, as well as experience in data analysis and evaluation reporting.

Educational Background:
A Bachelor's degree in a relevant field related to MEAL and Knowledge Management is mandatory. Candidates with additional experience may be considered in lieu of formal education. Advanced certifications in data management or related fields are advantageous.

Experience:
Candidates should possess a minimum of 4 years of relevant work experience, particularly in MEAL and knowledge management roles within non-governmental organizations. Experience in community engagement and participatory planning is also crucial. Proven expertise in utilizing digital platforms for data management and reporting is required, along with experience in data analysis and evaluation processes.

Languages:
Basic to intermediate proficiency in English is desired. Knowledge of Spanish is essential, as the position is based in Guatemala and will involve communication with local stakeholders and communities.

Additional Notes:
The position is full-time and may require travel to project intervention areas approximately 60% of the time. The duration of the contract is contingent upon project funding and internal processes.
