SI's mission in Niger was re-established in 2020, following previous interventions due to flooding and the influx of Malian refugees. Currently, SI Niger employs 87 staff members, including 9 expatriates, and is optimistic about future developments with various funding partners.

Job Overview:
The Programme Coordinator serves as the technical reference for the mission, contributing to the development of the programmatic strategy for Solidarités International in Niger. This role involves proposing intersectoral strategies and sector-specific strategies in areas such as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, Livelihoods, Water, Sanitation, Hygiene (WASH), and Shelter. The coordinator is responsible for ensuring the quality and relevance of the proposed technical and methodological approaches, aligning activities with the needs of the populations served and the mission's strategies. The role encompasses project cycle coordination and participation in all phases of project management, as well as contributing to the capitalization and improvement of methods and techniques in WASH, Livelihoods, and Shelter. The Programme Coordinator also coordinates with operational and institutional partners and represents SI in national sectoral platforms and technical exchanges.

Duties and Responsibilities:
  • Lead and supervise the existing WASH and Livelihoods teams, providing guidance and support.
  • Conduct WASH and Livelihoods assessments to inform project writing and mission positioning.
  • Develop intervention methodologies and ensure SI's expertise in WASH and Livelihoods.
  • Assist in establishing the Livelihoods sub-department and develop expertise in cash transfers and support for agricultural and livestock production sectors.
  • Promote innovations in WASH, Livelihoods, and cash transfer programs.
  • Contribute to the development of future project proposals in Livelihoods and WASH.
  • Develop the mission's Livelihoods and WASH strategy to extend beyond emergency and recovery activities.
  • Represent SI at the WASH and Livelihoods cluster and with operational partners, particularly in coordination with the Rapid Response Mechanism (RRM).

Required Qualifications:
  • Advanced degree or equivalent professional experience in relevant fields such as Water, Sanitation, Public Health, Environmental Studies, Community Development, or related disciplines.
  • Minimum of 5 years of experience in the humanitarian sector.
  • 3-4 years of experience in a similar position.
  • Strong technical experience in coordinating the design, implementation, and management of integrated multi-sectoral projects/programs in WASH and Livelihoods with a community engagement approach.
  • Excellent analytical skills and strategic thinking capabilities for large multi-sectoral programs in challenging crisis contexts.
  • Ability to influence, negotiate, and advocate for technical options and multi-sectoral intervention strategies with program teams, donors, and other field partners.

Educational Background:
Candidates must possess a higher education degree in relevant fields such as Water, Sanitation, Public Health, Environmental Studies, Community Development, Livelihoods, or a Master's degree in International Relations, Development, Humanitarian Action, or Political Science.

Experience:
Candidates should have at least 5 years of experience in the humanitarian sector, with 3-4 years in a similar role, demonstrating a strong background in project management and coordination in challenging environments.

Languages:
Fluency in French is mandatory, while proficiency in English is considered an asset.

Additional Notes:
The position is a short-term contract starting on October 1, 2024, lasting for 9 months. The salary is based on experience, starting from EUR 2860 gross per month, plus a monthly per diem of EUR 55
  • The living conditions in Niamey are described as peaceful, with access to various sports facilities and cultural activities. However, security constraints exist due to recent political instability in Niger, which may affect program implementation.
