Job Overview:
The County Head of Office will oversee and manage the Nawiri Project's activities in Marsabit County, ensuring the implementation of high-quality programs. This role involves providing leadership in various operational areas such as administration, human resources, security" style="border-bottom: 1px dotted #007bff !important;">security, transport, procurement, and external relations with government and partners. The position requires effective management of operational systems and resources, ensuring alignment with CRS's strategic programming and operational excellence priorities. The County Head of Office will also be responsible for representing Nawiri in Marsabit County, strengthening relationships with local partners, and ensuring compliance with programmatic standards and policies.

Duties and Responsibilities:
  • Manage the planning and implementation of key activities at the county office level, ensuring alignment with Country Program and agency strategic priorities.
  • Approve expenses, monitor spending, and adjust budgets as necessary to meet operational and programmatic needs.
  • Strengthen and develop relationships with local partners, government, and community organizations as the primary representative of Nawiri in Marsabit County.
  • Ensure high-quality project implementation and compliance with programmatic standards through effective monitoring and evaluation systems.
  • Document program reviews, success stories, and lessons learned.
  • Plan, coordinate, monitor, and report on activities and resources to ensure efficient service delivery.
  • Anticipate delivery challenges to maintain service continuity.
  • Coordinate Nawiri activities with consortium partners and ensure effective integration of activities.
  • Serve as the security focal point for Marsabit County, managing security risks and ensuring a safe work environment. 1
  • Supervise up to 7 direct reports, providing guidance and leadership to enhance team efficiency and effectiveness. 1
  • Monitor day-to-day operations to ensure high-quality delivery of operational services. 1
  • Manage risks and address challenges affecting program assets and resources. 1
  • Create a conducive environment for learning and capacity strengthening for staff and partners.

Required Qualifications:
  • Master’s degree in development, Business Management, Project Management, or a relevant field.
  • Minimum of 5 years of work experience in a non-profit, development, or humanitarian organization with progressive responsibilities.
  • Staff management experience conducive to a learning environment.
  • Experience with projects funded by multiple public donors, including USAID.
  • Strong stakeholder management and community partnership skills.
  • Knowledge of procurement and general office administrative issues.
  • Proficiency in MS Office and information management systems.
  • Experience working and living in Marsabit County is a plus.
  • Commitment to respect, equity, diversity, and inclusion, including gender equality.

Educational Background:
A Master’s degree in development, Business Management, Project Management, or any other relevant field is required. Additional experience may substitute for some educational requirements.

Experience:
The position requires a minimum of 5 years of work experience in a non-profit, development, or humanitarian organization, with a focus on progressive responsibilities. Experience in staff management and working with projects funded by multiple public donors, including USAID, is essential.

Languages:
Excellent verbal communication skills in English are mandatory, along with proficiency in Kiswahili. Knowledge of local dialects specific to Marsabit County is considered a plus.
