Job Overview:
The FSL Program Manager (PM) is tasked with implementing and achieving programs related to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods, as well as cash and voucher assistance (CVA) modalities. This role involves supervising operational teams dedicated to these programs, ensuring that they are executed properly and meet quality standards. The PM is responsible for developing conflict-sensitive analyses and a food security strategy tailored for the base in Geneina. Given the ongoing food insecurity crisis in West and Central Darfur, the FSL PM will lead SI's response efforts, coordinating with other humanitarian actors in the region. The position requires a proactive approach to scaling up food assistance and addressing the challenges posed by the conflict, including access issues and market disruptions.

Duties and Responsibilities:
The FSL Program Manager will have a comprehensive set of responsibilities, including but not limited to:
  • Overseeing the implementation of food security and livelihood programs, ensuring they meet the needs of affected populations.
  • Supervising and mentoring operational teams to enhance their capacity and effectiveness.
  • Conducting assessments to identify the needs of IDPs and host communities in Geneina and surrounding areas.
  • Developing and executing a cash and voucher response to the food security crisis, including market strengthening activities.
  • Monitoring and evaluating program activities to ensure they are aligned with SI's objectives and standards.
  • Collaborating with local partners and other stakeholders to enhance program delivery and impact.
  • Leading the newly created Cash Working Group (CWG) to coordinate efforts among humanitarian actors in the region.
  • Addressing challenges related to access, cash liquidity, and market conditions to ensure effective program implementation.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • A minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in similar roles.
  • Proven expertise in managing Cash and Voucher Assistance programs.
  • Knowledge of livelihood, agricultural, and market strengthening sectors.
  • Prior experience in the nutrition sector is considered an asset.
  • Strong interpersonal skills and the ability to work collaboratively with diverse teams and stakeholders.
  • Capacity to work under pressure and adapt to rapidly changing situations.

Educational Background:
The ideal candidate should have a Bachelor’s or Master’s degree in a relevant field such as economics, agriculture, nutrition, conflict and international relations, or a related discipline. This educational background is essential for understanding the complexities of food security and livelihoods in humanitarian contexts.

Experience:
The position requires significant experience, specifically:
  • At least 5 years of professional experience in the humanitarian sector, demonstrating a solid understanding of the challenges and dynamics involved.
  • A minimum of 3-4 years in roles that are directly related to food security and livelihoods, showcasing the ability to manage programs effectively in crisis situations.

Languages:
Fluency in English is mandatory for this position. Proficiency in French is advantageous, while knowledge of Arabic is considered a strong asset, given the context of the work in Sudan and the communities served.

  • The salary is competitive, starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses for expatriates. The organization implements a break system, allowing for time off every three months, along with additional rest days. Expatriates are also provided with a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in the field may be basic, with limited social opportunities and a curfew in place.
