Job Overview: The Project Manager position is crucial for the successful execution of projects within the UNOPS framework. The individual will be responsible for developing, completing, and updating project implementation plans, ensuring that all activities align with the approved project plan and established milestones. The role requires integrating sustainability dimensions, including social inclusion, gender considerations, and environmental and economic aspects throughout the project lifecycle. The Project Manager will oversee the production of required results, manage resources effectively, and initiate corrective actions as necessary to ensure project success. This position demands a proactive approach to stakeholder engagement, quality control, and knowledge management, fostering a collaborative environment that encourages innovation and capacity building among team members.
Duties and Responsibilities:
Project Execution: Develop, complete, and update project implementation plans; implement the approved plan, including establishing milestones within the tolerances set by the Project Board; integrate sustainability dimensions into the project lifecycle; manage the production of required results and ensure responsible resource use; initiate corrective actions when necessary.
Procedures: Comply with all organizational policies, particularly the Project Management Manual and PMO guidelines; prepare and adapt relevant plans for Project Board approval; manage reporting obligations defined in legal agreements and project implementation plans; draft requirements for procurement processes; approve requisitions and payment requests not related to purchase orders.
Monitoring and Reporting: Prepare and issue periodic project and financial reports according to partner and UNOPS reporting requirements; periodically review project status, evaluating performance criteria (scope, cost, schedule, and quality) and defined success criteria; maintain updated monitoring and control tools used by the organization and PMO.
Stakeholder Engagement: Develop stakeholder profiles and facilitate stakeholder engagement strategies; establish and consolidate strong working relationships with the Project Board, partners, and key stakeholders; facilitate project communication plans and coordinate internal project communications; monitor the effectiveness of project communications.
Quality Control: Collaborate with internal stakeholders to ensure projects meet audit requirements; work with procurement staff to ensure effective interface with supplier quality systems; coordinate quality reviews of project documents and deliverables with PMO; provide quality control for management results (project documents, reports, etc.).
Knowledge Management and Innovation: Promote systematic and effective capacity development activities to strengthen the sustainable and long-term capacity of staff; actively engage with other project managers and the broader PM community to share case studies, lessons learned, and best practices; contribute to monitoring lesson-learning procedures, ensuring timely and appropriate sharing of lessons learned; participate in relevant communities of practice; research and document lessons learned throughout the project lifecycle.
Personnel Management: Lead and motivate the project management team; conduct performance evaluations fairly, accurately, and timely; select, recruit, and train team members as needed, considering gender parity and diversity objectives; ensure the safety and protection of all project personnel and comply with UNDSS standards.
Required Qualifications: A Master's degree in Economics, Architecture, Engineering, Project Management, or a related discipline is required. A Bachelor's degree may be accepted if accompanied by 7 years of relevant experience. An international certification in project management (PRINCE2, PMP, PM4R) is highly valued. Candidates should possess strong project management skills and a thorough understanding of project implementation processes, particularly in complex environments.
Educational Background: Candidates must hold a higher university degree (equivalent to a Master's) in a relevant field such as Economics, Architecture, Engineering, or Project Management. A Bachelor's degree can substitute for a Master's degree if the candidate has 7 years of relevant experience. International project management certification is highly regarded.
Experience: Candidates should have at least 5 years of experience (or more depending on the educational background) in implementing medium to high complexity infrastructure projects/programs in developing countries or post-conflict environments, particularly with international organizations, cooperation, or the public sector. Experience in public procurement processes, risk management for vertical and horizontal infrastructure projects, and managing multicultural teams is valued.
Languages: Fluent/advanced Spanish is required, along with intermediate English proficiency; advanced English is desirable. Candidates should demonstrate their language skills in their application materials.
