Job Overview:
As the Project Manager, you will be responsible for leading a World Bank funded humanitarian response project in South Sudan. This role involves overseeing the implementation of the project, ensuring that all objectives and outputs are met with high quality and technical standards. You will be tasked with ensuring that the project is implemented accurately according to established minimum standards, aligning with the approved proposal and donor regulations. Your responsibilities will include managing the project timeline, budget, and detailed implementation plan (DIP), while also ensuring that the project maintains visibility among relevant stakeholders and the public. This position requires a proactive approach to problem-solving and the ability to work effectively in a challenging environment.
Duties and Responsibilities:
- Lead the implementation of the World Bank funded humanitarian response project, ensuring adherence to project objectives and outputs.
- Oversee the quality and technical strategies for project implementation, ensuring compliance with minimum standards and donor regulations.
- Manage project timelines and budgets, ensuring that all activities are completed on schedule and within financial constraints.
- Develop and maintain a detailed implementation plan (DIP) for the project.
- Ensure project visibility through a commonly agreed visibility framework, engaging relevant stakeholders and the public.
- Supervise construction teams and contractors involved in water supply and sanitation construction works.
- Implement community mobilization strategies and participatory approaches to promote sanitation and hygiene behavior change.
- Conduct quality assessments and implement quality control procedures for technical projects.
- Work collaboratively with local communities and stakeholders to ensure project success and sustainability. 1
- Adapt to working in a hardship posting under stressful circumstances, demonstrating resilience and commitment to the project goals.
Required Qualifications:
- Minimum qualification of a Bachelor of Science in Civil Engineering or Bachelor of Science in Water and Environmental Engineering.
- A Master of Science in Civil and Environmental Engineering or a Post Graduate Diploma in project planning and management is preferred.
- At least 7 years of experience in infrastructure works or in Water and/or Sanitation project implementation.
- A minimum of 3 years of experience in programming within fragile contexts.
- Proven experience in supervising construction teams and contractors in water supply and sanitation projects.
- Strong project management skills, including resource management and financial/budget planning.
- Experience in community mobilization and participatory approaches, particularly in sanitation and hygiene behavior change management.
Educational Background:
Candidates must possess a minimum of a Bachelor of Science degree in Civil Engineering or Water and Environmental Engineering. A Master of Science in Civil and Environmental Engineering or a Post Graduate Diploma in project planning and management is highly desirable.
Experience:
The position requires a minimum of 7 years of experience in infrastructure works or in Water and/or Sanitation project implementation. Additionally, candidates should have at least 3 years of experience working in fragile contexts, demonstrating the ability to adapt to challenging environments and manage projects effectively under pressure.
Languages:
Strong proficiency in both written and spoken English is mandatory for this position. Knowledge of Arabic is considered a plus, as it may facilitate communication with local communities and stakeholders.

This position is based in Warrap, South Sudan, and is contingent upon securing the grant. The role may involve working in a hardship posting under stressful circumstances, requiring resilience and adaptability.
