Job Overview:
The Program Manager for the Caribbean Resilience Initiative will lead a three-year program aimed at enhancing economic empowerment for women across the Caribbean. This role involves collaborating with 12 community service organizations (CSOs) to pilot innovative approaches that address systemic barriers preventing women from accessing resources for economic growth. The Program Manager will oversee a comprehensive assessment process to identify socio-cultural attitudes and vulnerabilities affecting women aged 16 and older, followed by the design of training and small-grant challenges to support CSOs in implementing effective strategies for women's economic empowerment. The position requires strong leadership, partnership cultivation, and a commitment to fostering inclusive practices within the program's framework.

Duties and Responsibilities:
  • Manage and oversee the implementation of the Caribbean United Women’s Economic Empowerment (CUWEE) program, ensuring collaboration with local community service organizations, NGOs, government officials, and donors.
  • Collaborate with program, finance, and administrative staff to ensure compliance with donor and Mercy Corps policies.
  • Ensure timely and budget-compliant program implementation using effective monitoring and evaluation systems.
  • Create and maintain transparent financial resource management systems for reporting in line with policies.
  • Model and promote Mercy Corps’ philosophy of social entrepreneurship and best practices.
  • Facilitate learning and knowledge sharing around best practices and lessons learned.
  • Provide leadership in program implementation, management, and evaluation.
  • Offer technical leadership in inclusion, economic empowerment, and organizational capacity building.
  • Monitor adherence to donor grant agreements and compliance policies. 1
  • Oversee program staff performance and quality of implementation.

Required Qualifications:
  • Proven experience in program management, particularly in economic empowerment or gender-focused initiatives.
  • Strong understanding of the Caribbean socio-economic landscape and challenges faced by women.
  • Excellent communication and interpersonal skills, with the ability to build relationships with diverse stakeholders.
  • Demonstrated ability to manage budgets and financial reporting effectively.
  • Experience in monitoring and evaluation, with a focus on impact measurement.
  • Knowledge of social entrepreneurship principles and practices.
  • Ability to work collaboratively in a team-oriented environment and lead diverse teams.

Educational Background:
A bachelor’s degree in social sciences, international development, gender studies, or a related field is required. A master’s degree is preferred and may be beneficial for understanding complex socio-economic issues and program management.

Experience:
A minimum of 5 years of relevant experience in program management, particularly in economic development or gender empowerment initiatives. Experience working in the Caribbean region or with Caribbean communities is highly desirable, as is familiarity with local cultural and socio-economic dynamics.

Languages:
Fluency in English is mandatory. Proficiency in Spanish or French is considered an asset, given the diverse linguistic landscape of the Caribbean region.

Additional Notes:
This position is full-time and may involve travel across the Caribbean region. The role is designed for a senior-level professional with significant experience in program management and community engagement. Compensation and benefits will be competitive and commensurate with experience.
