Job Overview:
The Gender Integration Specialist will work within the framework of the UNESCO World Water Assessment Programme (WWAP) and the bilateral GEF IW project between Cambodia and Vietnam. The primary function of this position is to support the collection, systematization, and analysis of relevant data, particularly sex-disaggregated data, to enhance the implementation of gender-focused activities in the management of the Cambodia-Mekong Delta Aquifer. The role involves close collaboration with national and international experts to ensure that gender equality and the empowerment of women are integrated into all project components. The specialist will also be responsible for supporting the development and implementation of gender and livelihood analyses, conducting workshops and training sessions, and assisting in the preparation of project reports and outreach activities. This position is crucial for fostering a balanced and meaningful participation of different social groups in the governance of the transboundary aquifer, with a particular emphasis on empowering women in the Mekong Delta.

Duties and Responsibilities:
The Gender Integration Specialist will have a comprehensive set of responsibilities, including:
  • Liaising with national counterparts to facilitate the implementation of the TBA-GiEA activities.
  • Supporting the development and execution of gender and livelihood analyses, focusing on sex-disaggregated data collection and reporting.
  • Assisting in organizing and conducting workshops and training sessions related to water and gender data collection for project staff and stakeholders.
  • Collaborating with the National Senior Gender and Water Integration Expert to implement gender monitoring and evaluation activities.
  • Managing and analyzing data produced during the TBA-GiEA implementation, including statistical analysis for publications and mentoring trainees in data analysis.
  • Preparing project reports for donors and stakeholders.
  • Supporting outreach activities and delivering presentations as needed.
  • Assisting in the revision and translation of data collection tools.
  • Performing other relevant duties as assigned by the supervisor.

Required Qualifications:
Candidates must be entitled to work in Cambodia and possess excellent knowledge of English and Cambodian. A university degree in a relevant field is required, with an advanced degree (MSc) considered an asset. Preferred fields of study include natural sciences, water studies, economics, or related disciplines. A specialization in data management focusing on natural resource management (NRM), integrated water resource management (IWRM), or socio-economic data is preferred. Candidates should have at least 3 years of experience in data and database management, with experience in water, livelihood, and gender topics being advantageous. Proven experience in interacting with diverse stakeholders, particularly community and local government parties in Cambodia, is also required, along with experience in project monitoring and evaluation.

Educational Background:
The educational background required for this position includes a university degree in natural sciences, water studies, economics, or a related field. An advanced degree (MSc) is considered an asset, particularly if it includes specialization in data management with a focus on natural resource management, integrated water resource management, or socio-economic data.

Experience:
The position requires a minimum of 3 years of relevant experience in data and database management. Candidates should have a proven track record of interacting with diverse stakeholders, especially in community and local government contexts in Cambodia. Experience in water, livelihood, and gender topics is considered an asset, as is experience in project monitoring and evaluation.

Languages:
Proficiency in English and Cambodian is mandatory for this position. Strong verbal and written communication skills in English are essential, and knowledge of additional languages may be beneficial but is not required.

The contract duration for this position ranges from 7 to 11 months, and it is open to external candidates. The role is classified under the Natural Sciences job family and is a non-staff contract.
