Job Overview:
The Local ICA Specialist position is designed to serve as the primary interface for the NDC Partnership in Cambodia, focusing on the implementation of the Nationally Determined Contributions (NDC) Partnership Plan. The incumbent will play a crucial role in coordinating efforts among various stakeholders, including government entities, international partners, and local organizations. The position requires strong facilitation skills to ensure effective communication and collaboration among partners. The specialist will be embedded within the Ministry of Environment and will work closely with the National Council for Sustainable Development to enhance national coordination and resource mobilization efforts. The role involves tracking the progress of the Partnership Plan, organizing meetings, and providing support to the government in decision-making processes related to climate action. The incumbent will also be responsible for identifying lessons learned and disseminating best practices to improve the implementation of the NDC Partnership initiatives.
Duties and Responsibilities:
- Coordination and communication with key stakeholders: Ensure effective communication regarding NDC Partnership engagement with national, international, and local stakeholders. Facilitate coordination and information exchange among partners to leverage their strengths in support of the Partnership Plan. Organize meetings to monitor and coordinate the implementation of the Partnership Plan, and prepare quarterly country engagement update reports. Conduct quarterly meetings with partners to discuss progress and challenges.
- Facilitation of NDC Partnership Plan implementation: Collaborate with the NDC Partnership Support Unit and focal points to manage and update the Partnership Plan, integrating it with Cambodia’s online NDC tracking tool. Identify implementing partners and follow up on their contributions to the Partnership Plan. Support the government and stakeholders in decision-making processes related to the enabling environment for NDC implementation.
- Mobilization of resources for implementation: Assist the government in mobilizing partner financing to address support gaps for NDC implementation. Update government needs and priorities in the Partnership Plan and engage with partners to align their programs with these needs.
- Tracking of Partnership Plan implementation progress: Monitor and assess the implementation of the Partnership Plan, preparing quarterly update reports summarizing insights, challenges, and recommendations.
- Organize and support NDC-related meetings: Support the organization of quarterly calls and in-person meetings with partners to discuss NDC implementation priorities. Facilitate national multi-stakeholder NDC dialogues and assist the government in preparing for relevant climate events.
- Identifying lessons learned and results: Track the progress of in-country engagement and provide updates to the NDC Partnership Steering Committee. Liaise with the Support Unit to contribute to global knowledge products and disseminate best practices from in-country engagement.
Required Qualifications:
The position requires a Master’s degree in public policy (related to climate/environment), economics, public finance, sustainable development, or a relevant field. Alternatively, a Bachelor’s degree in a related discipline combined with an additional 2 years of relevant work experience may be accepted in lieu of an advanced degree. Candidates must have at least 5 years of experience in climate change, environmental management, or development cooperation. Knowledge of environmental issues specific to Cambodia is essential. Familiarity with the UNFCCC, the Paris Agreement, NDCs, and SDGs is considered an asset. Proficiency in MS Office applications and internet research skills is also required.
Educational Background:
Candidates must possess a Master’s degree in a relevant field such as public policy, economics, public finance, or sustainable development. A Bachelor’s degree in a related discipline, combined with 2 additional years of relevant work experience, may be accepted in lieu of a Master’s degree. This educational background ensures that the incumbent has the necessary theoretical knowledge and practical skills to effectively contribute to climate action initiatives.
Experience:
The position requires a minimum of 5 years of professional experience in areas related to climate change, environmental management, or development cooperation. Candidates should demonstrate a strong understanding of environmental issues in Cambodia and have a proven track record of working with various stakeholders in the field. Experience in facilitating partnerships and mobilizing resources for climate initiatives is highly desirable. Knowledge of international frameworks such as the UNFCCC and the Paris Agreement will be considered an asset.
Languages:
Good knowledge of English and Khmer is mandatory for this position. Proficiency in both languages is essential for effective communication with stakeholders at various levels, including government officials, international partners, and local communities. Additional language skills may be beneficial but are not required.
Additional Notes:
This is a full-time national position based in Phnom Penh, Cambodia, with a contract duration of 12 months, subject to a maximum of 220 working days. The contract may be extended based on performance and availability of funds. As this is a local position, candidates must be nationals of Cambodia or possess a valid residence permit in the country. The incumbent is expected to bring their own laptop to the Ministry's duty station. The role emphasizes the importance of national coordination and resource mobilization to support the implementation of the NDC Partnership Plan.
