Job Overview:
The FSL Program Manager (PM) is tasked with implementing and achieving programs related to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods, as well as cash and voucher assistance (CVA) modalities. This role involves supervising operational teams dedicated to these programs, ensuring quality execution, and suggesting necessary adjustments to maintain program relevance. The PM will develop conflict-sensitive analyses and a food security strategy for the base. In the context of West and Central Darfur, the FSL PM will lead SI's response to the severe food insecurity crisis, coordinating with humanitarian efforts in the area and leading the newly established Cash Working Group (CWG). The position is critical due to the imminent famine and the need for rapid scaling of food assistance, alongside addressing access challenges and market issues.

Duties and Responsibilities:
The FSL Program Manager will be responsible for the following duties:
  • Implementing food security and livelihood programs, ensuring they meet the needs of affected populations.
  • Supervising and supporting operational teams to ensure effective program delivery.
  • Conducting assessments to identify food security needs and developing appropriate responses.
  • Leading the Cash and Voucher Assistance (CVA) initiatives to address food insecurity.
  • Coordinating with local partners and other humanitarian actors to enhance program effectiveness.
  • Monitoring and evaluating program outcomes to ensure quality and relevance.
  • Developing and maintaining relationships with stakeholders, including local authorities and community leaders.
  • Training and capacity building for team members to enhance their skills and effectiveness.

Required Qualifications:
Candidates must possess the following qualifications:
  • A minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in similar roles.
  • Strong expertise in managing Cash and Voucher Assistance programs.
  • Knowledge of livelihood, agricultural, and market strengthening sectors.
  • Prior experience in the nutrition sector is advantageous.
  • Proven ability to work under pressure and adapt to changing circumstances.
  • Strong initiative and problem-solving skills.

Educational Background:
The ideal candidate should have a Bachelor’s or Master’s degree in a relevant field such as economics, agriculture, nutrition, conflict and international relations, or a related discipline. This educational background is essential for understanding the complexities of food security and livelihoods in humanitarian contexts.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with a focus on food security and livelihoods. Candidates should have at least 3-4 years in roles that involve similar responsibilities, demonstrating a track record of effective program management and implementation in challenging environments.

Languages:
Fluency in English is mandatory for this position. Proficiency in French is considered an advantage, while knowledge of Arabic is a strong asset, particularly for effective communication within the local context.

Additional Notes:
This position is a salaried role with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's home country and the assignment location. The contract duration is from January 2024 to March 2025, with breaks implemented every three months, including a USD 850 break allowance. Expatriates receive an insurance package covering healthcare expenses and essential vaccinations. Living conditions in Geneina are basic, with limited social life and a curfew at 7 PM due to security concerns.
