Job Overview:
The Emergency Response Program Manager is responsible for implementing and achieving the objectives defined in the proposals. This role involves supervising the operational teams allocated to the program and ensuring the quality and proper execution of the implemented program. The manager will lead rapid response initiatives in North Darfur, Central Darfur, and surrounding states, as well as any emergency distribution activities in North Darfur, depending on access. The position faces significant challenges due to the ongoing conflict, which has increased the organization's activities and funding, necessitating a structured approach to cope with the increased volume. The context is volatile, with complex relationships with authorities and access challenges. The Emergency Response Mechanism is new in Sudan, requiring adaptation from teams and partners.

Duties and Responsibilities:
The Emergency Response Program Manager will be tasked with the following duties and responsibilities:
  • Implement and manage the Emergency Response Mechanism (ERM) activities in North Darfur and surrounding areas.
  • Supervise and support operational teams to ensure the quality of program execution.
  • Conduct assessments to identify needs and develop strategies for emergency response.
  • Lead recruitment, induction, and training of team members on ERM.
  • Collaborate with the Emergency Coordinator to develop and improve tools and processes for ERM.
  • Establish a humanitarian watch system in North Darfur.
  • Contribute to the development and implementation of an emergency strategy.
  • Coordinate closely with consortium partners for joint implementation of activities.
  • Manage large distributions in remote areas, ensuring effective delivery of aid. 1

Required Qualifications:
Candidates must possess the following qualifications:
  • A Bachelor’s or Master’s degree in a relevant field such as business or international relations.
  • A minimum of 3-4 years of experience in the humanitarian sector, with 0-2 years in similar positions.
  • Strong technical skills in managing ERM and rapid response activities, with a focus on delivering aid quickly.
  • Proven ability to develop strategies for emergency response in new areas.
  • Experience in capacity building for team members.
  • Demonstrated experience in managing large distributions in remote areas.
  • Strong initiative and adaptability skills, with the ability to work under pressure.

Educational Background:
The position requires a Bachelor’s or Master’s degree in a related field, such as business, international relations, or a similar discipline. This educational background is essential for understanding the complexities of humanitarian aid and emergency response management.

Experience:
The ideal candidate should have 3-4 years of experience in the humanitarian sector, with at least 0-2 years in positions similar to that of an Emergency Response Program Manager. This experience should include managing emergency response initiatives and working in challenging environments, particularly in conflict-affected areas.

Languages:
Fluency in English is mandatory for this position. Knowledge of French is considered an advantage, while proficiency in Arabic would be a strong asset, given the context of the work in Sudan.

Additional Notes:
This position is a salaried role with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 and a 10% annual leave allowance paid monthly. Additionally, there is a monthly Per Diem of USD 75
  • The organization covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is from 15/09/2024 to 31/03/2025, with breaks implemented at a rate of 7 working days every three months, along with a USD 850 break allowance. Expatriates benefit from an insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in El Fasher are described as very volatile, with basic housing services and limited social life. The organization emphasizes a zero-tolerance policy towards any form of abuse and discrimination.
