Job Overview:
The National Gender and Water Expert (NGWE-C) will play a crucial role in supporting the implementation of the Gender Integration and Equality Approach for Transboundary Aquifers (TBA-GiEA) in Cambodia. This position is integral to the bilateral GEF IW project between Cambodia and Vietnam, which focuses on the sustainable management of the Cambodia-Mekong Delta Aquifer. The NGWE-C will work under the supervision of the WWAP Senior Water and Gender Programme Specialist and collaborate closely with the Lead International Senior Gender Expert. The primary functions of this role include coordinating with national partners, conducting gender analyses, facilitating capacity development, and ensuring gender monitoring and evaluation throughout the project. The NGWE-C will also be responsible for fostering the empowerment of women in the Mekong Delta region, ensuring that gender equality considerations are integrated into all project components.

Duties and Responsibilities:
The NGWE-C will have a comprehensive set of responsibilities, including:
  • Liaising with national CMDA counterparts to ensure effective implementation of the TBA-GiEA.
  • Supporting the development and execution of gender and livelihood analyses to inform project activities.
  • Adapting water and gender equality training materials to the Cambodian context, including revising translations.
  • Facilitating workshops and training sessions on water and gender for project staff and stakeholders.
  • Assisting in the recruitment process for project positions to ensure gender inclusivity.
  • Developing knowledge materials related to water and gender issues.
  • Conducting gender monitoring and evaluation activities to assess project impact.
  • Maintaining relationships with Ministerial Gender Focal Points and other relevant experts.
  • Performing administrative tasks related to the TBA-GiEA as needed. 1
  • Supporting the preparation of project reports for donors and stakeholders. 1
  • Organizing outreach activities and delivering presentations as required. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess the following qualifications:
  • Eligibility to work in Cambodia.
  • Excellent proficiency in English and Cambodian.
  • An advanced university degree in a relevant field such as natural resources management, hydrology, agriculture, social sciences, or gender studies; a Master's degree is preferred.
  • A minimum of 10 years of relevant work experience in project management within Cambodia, with a focus on integrating gender at both institutional and project levels.
  • Proven experience in gender mainstreaming, particularly in areas related to agriculture, irrigation, watershed management, or aquifer management.
  • Demonstrated ability to interact effectively with diverse stakeholders, including governmental parties.
  • Experience in educational and training methodologies.
  • Familiarity with project monitoring and evaluation processes is preferred.

Educational Background:
The educational background required for this position includes an advanced university degree in fields relevant to the role, such as natural resources management, hydrology, agriculture, social sciences, or gender and women's studies. A Master's degree is highly preferred, indicating a higher level of expertise and knowledge in these areas, which are critical for the successful execution of the project's objectives.

Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in project management roles within Cambodia. Candidates should have a strong background in integrating gender considerations into projects, demonstrating their ability to navigate complex social dynamics and promote gender equality effectively. Experience in working with governmental and ministerial stakeholders is essential, as is familiarity with gender mainstreaming practices in sectors such as agriculture and water management.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and for project documentation. Additionally, fluency in Cambodian is required to engage effectively with local stakeholders and ensure that project activities are culturally relevant and accessible. Knowledge of other languages may be considered an asset but is not mandatory.

Additional Notes:
This position is classified as a non-staff contract with a duration ranging from 7 to 11 months. It is open to external candidates who meet the eligibility criteria. The role is full-time, and candidates must be willing to travel and perform fieldwork as necessary.
