Job Overview:
The MEAL Program Manager is responsible for implementing and achieving the objectives outlined in project proposals. This role involves supervising operational teams assigned to the program and ensuring the quality and proper execution of the implemented programs. The MEAL Program Manager will lead the design, implementation, and evaluation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities in North Darfur, adapting to the volatile context and access challenges. The position is newly established, requiring the development and structuring of the MEAL department in North Darfur. The manager will face challenges such as complex relationships with authorities and the need for alternative monitoring modalities due to security" style="border-bottom: 1px dotted #007bff !important;">security concerns. In the initial months, the focus will be on developing essential MEAL processes, ensuring the implementation of MEAL tools across programs, and strengthening the MEAL team's capacity and communication.
Duties and Responsibilities:
- Develop and implement essential MEAL processes and structures in North Darfur, including relevant Standard Operating Procedures (SOPs).
- Ensure that all programs have MEAL tools in place and that they are effectively implemented.
- Recruit and strengthen the capacities of the MEAL team, fostering communication among bases and with the Coordination Office.
- Design and implement Monitoring and Evaluation frameworks tailored to the specific needs of the programs.
- Analyze quantitative and qualitative data to assess program effectiveness and inform decision-making.
- Coordinate with other departments to ensure alignment of MEAL activities with overall project timelines and budgets.
- Adapt MEAL practices to high-risk environments, ensuring compliance with security protocols.
- Provide training and capacity-building support to team members and local partners on MEAL methodologies and tools.
- Regularly report on MEAL findings and recommendations to senior management and stakeholders.
Required Qualifications:
- Bachelor’s or Master’s degree in a related field such as business, international relations, or a relevant discipline.
- A minimum of 3-4 years of experience in the humanitarian sector, particularly in similar positions focused on MEAL.
- Strong technical skills in designing and implementing M&E frameworks.
- Proficiency in analyzing both quantitative and qualitative data, with statistical software proficiency considered an asset.
- Demonstrated ability to build the capacity of team members and local partners.
- Experience in planning and managing MEAL activities within project timelines and budgets.
- Knowledge of various data collection methods and tools, as well as understanding security protocols in high-risk environments.
Educational Background:
Candidates must possess at least a Bachelor’s degree in a relevant field, with a Master’s degree being preferred. The educational background should be related to business, international relations, or other fields pertinent to humanitarian work and program management.
Experience:
The position requires 3-4 years of relevant experience in the humanitarian sector, specifically in roles that involve monitoring, evaluation, accountability, and learning. Candidates should have a proven track record of managing MEAL activities and adapting practices to challenging environments.
Languages:
Fluency in English is mandatory for this position. Proficiency in French is considered an advantage, while knowledge of Arabic would be a strong asset, enhancing communication with local communities and stakeholders.
Additional Notes:
This is a salaried position with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 and a 10% annual leave allowance paid monthly. Additionally, there is a monthly Per Diem of USD 75
- The organization covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is from September 15, 2024, to March 31, 202
- Expatriates will have a break system of 7 working days every three months, with an additional rest day for each month worked. Living conditions in El Fasher are described as very volatile, with basic accommodations and limited social life. The organization provides an insurance package covering healthcare expenses and essential vaccinations.
