Job Overview:
The Senior Operations Associate (S/NFI) position is crucial for the effective implementation of shelter and non-food items (S/NFI) activities in Somalia. The role involves close coordination with implementing partners and field teams to ensure timely delivery of project activities. The Senior Operations Associate will work under the supervision of the Shelter & Non-Food Item Program Manager and the Project Officer S/NFI. The position requires a proactive approach to managing procurement, transportation, and distribution of stock items, as well as monitoring project activities to ensure compliance with established guidelines. The role also emphasizes the importance of communication between project teams and supervisors to facilitate informed decision-making and effective project execution. The Senior Operations Associate will be responsible for documenting project-related information and maintaining compliance with client regulations, thereby contributing to the overall success of the humanitarian efforts in the region.

Duties and Responsibilities:
The Senior Operations Associate will have a comprehensive set of responsibilities, including:
  • Assisting in the coordination and implementation of in-kind distribution and shelter activities, including reviewing and preparing assessment reports.
  • Managing procurement processes, transportation logistics, and the release of stock items.
  • Monitoring distribution activities and ensuring adherence to project guidelines.
  • Facilitating effective communication between supervisors and project teams to relay important information.
  • Supporting the planning, implementation, and monitoring of project activities based on established work plans and project documents.
  • Processing requests from S/NFI implementing partners, including contract preparation and request verification.
  • Documenting reports and maintaining project-related documents in compliance with client regulations.
  • Monitoring stock levels and collaborating with logistics, warehouse, and security" style="border-bottom: 1px dotted #007bff !important;">security units to enhance warehouse management and mitigate risks.
  • Reporting any delays or deviations from work plans and assisting the Project Officer in resolving issues. 1
  • Initiating procurement processes and ensuring timely supply of commodities and services for field operations. 1
  • Conducting field visits to monitor shelter activities and in-kind distributions. 1
  • Drafting progress reports and documenting key project developments and decisions. 1
  • Contributing to the design and delivery of capacity-building activities for implementing agencies in collaboration with the S/NFI cluster. 1
  • Coordinating with field teams and implementing partners to verify data quality and service delivery, and making recommendations as necessary. 1
  • Assisting in communication with local authorities to enhance program quality and improve coordination in Baidoa. 1
  • Performing other supportive duties as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent in logistics, business administration, international relations, social sciences, conflict management, or a related field from an accredited institution, along with five years of relevant work experience. Alternatively, candidates with a high school diploma must have seven years of relevant professional experience in humanitarian response within emergency and conflict environments. Previous experience working in Somalia is essential, and familiarity with planning and executing in-kind distribution and shelter activities in the region is advantageous. Knowledge of the cluster system and financial and procurement regulations is also required. Candidates should demonstrate respect for individual and cultural differences, maintain high ethical standards, and exhibit a commitment to organizational principles and standards of conduct.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or equivalent in a relevant field such as logistics, business administration, international relations, social sciences, or conflict management. Candidates with a high school diploma must have extensive relevant experience to qualify for the role. The educational qualifications should be from an accredited academic institution, ensuring that candidates have a solid foundation in the necessary skills and knowledge to perform effectively in this humanitarian context.

Experience:
The position requires candidates to have a minimum of five years of work experience in humanitarian response, particularly in emergency and conflict environments. Languages:
Fluency in English and Somali, both written and spoken, is mandatory for this position.
