Job Overview:
The Head of Sub Base will be responsible for finalizing the establishment and structuring of the Farah sub-base, which is part of the operational framework covering the provinces of Nimroz and Farah. This role involves managing relationships with local authorities, capacity building, and training of the support team at the sub-base level. The Head of Sub Base will also be tasked with critical follow-up on program implementation in coordination with the base and the coordination office. Reporting to the field coordinator based in Zaranj, the Head of Sub Base will navigate various challenges, including administrative impediments, security volatility, and the need for capacity building in a newly opened base.

Duties and Responsibilities:
  • Finalize the opening and structuring of the Farah sub-base, ensuring compliance with organizational standards.
  • Establish and maintain effective relationships with local authorities and stakeholders.
  • Oversee the capacity building and training of the support team at the sub-base.
  • Coordinate with program and support departments to ensure efficient implementation of activities.
  • Ensure strict adherence to logistics and administrative processes.
  • Create a safe and secure working environment for staff in both office and field settings.
  • Monitor and report on the progress of program implementation, addressing any challenges that arise.
  • Facilitate communication between the sub-base and the main base in Zaranj, ensuring alignment with organizational goals.

  • Prepare and manage budgets related to the sub-base operations.

Required Qualifications:
  • A minimum of 3-4 years of experience in the humanitarian sector.
  • Previous experience in similar positions is preferred but not mandatory (0-2 years acceptable).
  • Strong knowledge of the processes and tools used in the management of sub-bases.
  • Proven intercultural skills and the ability to work effectively in diverse environments.
  • Experience in capacity building and training, particularly in logistics and administration.
  • Ability to establish and maintain relationships with authorities and stakeholders.

Educational Background:
A relevant degree in humanitarian studies, international relations, management, or a related field is preferred. Additional certifications in project management or humanitarian response would be advantageous.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 0-2 years in similar positions. Experience in managing sub-bases or field operations in challenging environments is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Afghanistan would be considered an asset but is not required.

  • The role is based in Farah City, which is accessible by road and air. The salary starts from EUR 2365 gross per month, with additional allowances for per diem and breaks. SI provides accommodation, travel expenses, and a comprehensive insurance package covering healthcare and welfare. The living conditions in Farah City include basic amenities, with some limitations on social life opportunities.
