Job Overview:
The MEAL Officer position is crucial for implementing a functional Monitoring, Evaluation, Accountability, and Learning (MEAL) system at the field level. This role involves close coordination with MEAL assistants, the Senior MEAL Officer, and the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator of the North West Syria (NWS) region. The MEAL Officer will support various departments in designing, monitoring, and evaluating project interventions. The position requires travel to Gaziantep, Kilis, Hatay, and potentially other cities in Türkiye as needed. The officer will be responsible for developing project-specific MEAL frameworks, leading evaluations, and ensuring that all MEAL processes are standardized and effectively implemented across all sectors at the field level.

Duties and Responsibilities:
  • design" style="border-bottom: 1px dotted #007bff !important;">Program Design: Assist in the development of MEAL frameworks, support proposal development, and ensure alignment with strategic priorities.
  • Monitoring, Evaluation, and Reporting: Develop methodologies for monitoring studies, oversee implementation, lead evaluations, and ensure data quality.
  • Accountability to Children & Communities: Assess community needs, implement accountability processes, and manage feedback and complaints.
  • Research and Learning: Co-lead lessons learned events and implement research studies.
  • Miscellaneous: Complete relevant tasks in the Horizon system, attend meetings, and manage financial matters for casual workers.

Required Qualifications:
Candidates must have a minimum of two to three years of experience in a relief or development NGO focusing on MEAL processes. They should possess a BS degree in international development, public health, or a related field. Preferred qualifications include experience in designing and implementing MEAL systems, knowledge of humanitarian standards, and proficiency in statistical packages and data management.

Educational Background:
A BS degree in international development, international relations, public health, nutrition, statistics, community development, or a relevant discipline is required for this position. Additional training or certifications in MEAL processes or related fields would be advantageous.

Experience:
The position requires at least two to three years of relevant experience in a relief or development NGO, particularly in roles focused on monitoring, evaluation, accountability, and learning processes. Experience in designing and implementing MEAL systems is highly preferred.

Languages:
Fluency in English is mandatory, with excellent written and spoken skills. Proficiency in Arabic and Turkish is also required, as the role involves communication with local communities and stakeholders. The ability to write high-quality reports in English is essential.

Additional Notes:
This is a local fixed-term employee position, requiring a commitment to work both in the field (60% of the time) and at the office (40% of the time). The role may require working outside regular office hours and during crises, including natural disasters. The organization values flexibility and the ability to adapt to changing circumstances.
