Job Overview: The Finance Assistant will play a crucial role in supporting the financial operations of the organization. Under the general supervision of the Operations Officer, the incumbent will be responsible for managing budgets, processing financial transactions, and ensuring compliance with organizational policies and procedures. The position requires a detail-oriented individual who can handle multiple tasks efficiently while maintaining high standards of accuracy. The Finance Assistant will also be expected to produce timely financial reports and assist in the preparation of budgets and financial forecasts. This role is essential for the effective implementation of WHO's programs in the region, ensuring that financial resources are utilized efficiently and effectively to achieve organizational goals.
Duties and Responsibilities: The Finance Assistant will be responsible for a variety of tasks, including but not limited to: entering and updating work plans and associated costs in the GSM; initiating the implementation of HR plans and integrating positions into HR plans; completing requests for AAR, ADR, and other financial documents; developing and revising grant budgets; monitoring expenditures against grant budgets and project financing; identifying necessary revisions to expenditures and project financing; tracking personnel costs for occupied and vacant positions; performing daily bank reconciliations; managing petty cash; ensuring timely payments according to approved payment instructions; producing quarterly and annual budget reports; and maintaining accurate budget-related records. The incumbent will also be required to provide interim support for the AA/Finance position during absences and ensure high-quality outputs that support the unit's objectives.
Required Qualifications: Candidates must possess a secondary school diploma or equivalent technical training in accounting, budgeting, or finance. A higher education degree in accounting or finance is desirable. Essential qualifications include at least 5 years of relevant work experience in finance, budgeting, or accounting activities. Experience within the United Nations or other international organizations is an asset. Candidates should demonstrate strong planning, organizational, and coordination skills, with the ability to express ideas clearly and concisely. Proficiency in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and reporting using appropriate software is required, along with a solid understanding of financial rules and regulations. The ability to work independently and exercise sound judgment is essential, as well as excellent organizational and analytical skills combined with strong oral and written communication abilities.

Experience: Candidates should have a minimum of 5 years of professional experience in finance, budgeting, or accounting. Additional Notes: The position offers an attractive remuneration package, including an annual net base salary starting at BIF 40,911,000, subject to mandatory deductions for pension contributions and health insurance.
