Job Overview:
The Consortium Programme Manager will have principal responsibility for providing operational oversight and consortium management of the ECHO funded Somalia Humanitarian Integrated Project (SHIP). This role is crucial for achieving project objectives and ensuring that all project deliverables are met. The manager will serve as the primary point of contact for project management and grant issues, facilitating effective communication and coordination among various stakeholders, including donors, local authorities, and regional government in Somalia. The position requires ensuring high-quality implementation of project activities, compliance with donor requirements, and timely reporting to stakeholders. The Consortium Programme Manager will also contribute to Child Well Being outcomes, which is a core focus of World Vision's mission.

Duties and Responsibilities:
The duties and responsibilities of the Consortium Programme Manager include:
  • Providing operational oversight for the ECHO funded Somalia Humanitarian Integrated Project (SHIP).
  • Managing the consortium effectively to achieve project objectives.
  • Serving as the main point of contact for project management and grant issues.
  • Ensuring high-quality implementation of project activities in accordance with donor requirements.
  • Managing grant compliance and sub-award management.
  • Tracking project performance and costs to ensure accountability.
  • Preparing and submitting timely and quality reports to donors and other stakeholders.
  • Representing the project to donors, local authorities, and regional government in Somalia.
  • Coordinating with host country government and managing partnership relationships. 1
  • Contributing to Child Well Being outcomes through effective project management.

Required Qualifications:
The required qualifications for the Consortium Programme Manager position include:
  • A Master’s degree in Public Health, Health Informatics, Epidemiology, or Public Health Nutrition, or at least a Bachelor’s degree in a relevant field such as Social Development, Medicine, Public Health, Nutrition, Project Management, Health Education, Community Medicine, Nursing, or Sociology.
  • A minimum of 5 years of working experience in project management and administration.
  • Proven experience in consortium management, agreement compliance, and sub-award management.
  • Strong ability to track project performance and costs.
  • Experience managing partnership relationships and effective coordination with host country government.
  • Familiarity with donor requirements, particularly ECHO DG/HIP and EU.

Educational Background:
Candidates must possess at least a Master’s degree in relevant fields such as Public Health, Health Informatics, Epidemiology, or Public Health Nutrition. Alternatively, a Bachelor’s degree in any field related to Social Development, such as Medicine, Public Health, Nutrition, Project Management, Health Education, Community Medicine, Nursing, or Sociology is acceptable, provided the candidate has the requisite experience.

Experience:
The position requires at least five years of experience in project management and administration, with a strong emphasis on consortium management and compliance with agreements. Candidates should have a proven track record of managing partnerships and consortiums, particularly in fragile contexts, which is considered an added advantage. Familiarity with donor requirements and experience in tracking project performance and costs are also essential.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.
