Job Overview:
The consultancy aims to contribute to the development of an urban strategy to combat HIV and a budgeted operational plan. The role is crucial as cities play a significant role in the global response to HIV/AIDS, particularly in light of the United Nations Political Declaration on HIV and AIDS. The consultant will work under the supervision of the Team Leader and the WHO Representative in Burundi to create a comprehensive urban HIV strategy that addresses the unique challenges faced in urban settings, where the prevalence of HIV is often higher than in rural areas. The consultant will be expected to engage with various stakeholders, analyze existing data, and develop actionable strategies that align with global health goals, particularly the Fast-Track Cities initiative, which aims to end the AIDS epidemic by 2030.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including conducting a SWOT analysis to identify priorities for the HIV strategy, analyzing target populations and their needs, defining strategic objectives, and developing a budgeted action plan. Specific tasks include:
  • Conducting a SWOT analysis to assess the current state of HIV services and identify strengths, weaknesses, opportunities, and threats.
  • Analyzing the needs and perceptions of priority target populations regarding HIV prevention and care.
  • Defining clear objectives for the urban HIV strategy, focusing on integrated health promotion and prevention approaches.
  • Developing a comprehensive action plan that includes specific activities, timelines, and budget considerations.
  • Organizing a validation workshop with stakeholders to finalize the strategy and action plan.
  • Delivering a detailed strategy document that outlines the rationale for decisions made and presents relevant data effectively.

Required Qualifications:
Candidates must possess a university degree in medicine, public health, or community health. A degree in community health is considered an asset. Essential qualifications include at least five years of experience in health, specifically in HIV/AIDS, and experience in developing strategies and plans for HIV response. Desirable qualifications include experience in health strategy development and strong analytical and writing skills. Candidates should be able to synthesize complex information into clear, understandable concepts and have experience working with WHO or other UN agencies.

Educational Background:
Essential educational qualifications include a university degree in medicine, public health, or community health. A degree in community health is particularly desirable and would be considered an advantage for this position.

Experience:
The position requires a minimum of five years of relevant experience in the health sector, with at least five years specifically focused on HIV/AIDS. Candidates should have demonstrated experience in developing strategies and plans for HIV response, as well as experience in health strategy development being an additional asset. Strong analytical skills and the ability to communicate complex information effectively are essential.

Languages:
Proficiency in French is mandatory, as it is the primary language of communication for this consultancy. Intermediate knowledge of English is desirable, which would enhance the consultant's ability to engage with a broader range of stakeholders and resources.

Additional Notes:
The consultancy is expected to last for one month, with a remuneration of BIF 12,810,333 per month. The consultant will be required to conduct field visits to health facilities and engage with community authorities and populations in various neighborhoods of Bujumbura. This vacancy may also be used to identify candidates for other similar consultancies at the same level.
