Job Overview:
The Monitoring and Evaluation Senior Officer plays a crucial role in supporting the Program Management Specialist by overseeing the development, review, and harmonization of monitoring and evaluation (M&E) practices. This position requires collaboration with various stakeholders, including UN system partners and implementing organizations, to ensure that M&E systems are aligned and effective. The officer will be responsible for conducting evaluations at different project stages, providing technical support for quality assurance, and facilitating capacity development activities. The role emphasizes the importance of data analysis and continuous improvement in M&E practices to enhance project outcomes and ensure accountability in the use of funds.

Duties and Responsibilities:
  • Development, Review, and Harmonization of M&E Practices: Collaborate with the SSU Technical Secretariat and M&E partners to enhance programming quality. Participate in the development and revision of M&E practices and ensure alignment with reporting systems. Conduct consultations and analyze data to support learning and best practices.
  • Assessment and Mitigation: Plan and conduct verification missions to assess fund usage by implementing partners. Ensure that recommendations for improvement are implemented effectively.
  • Capacity Development: Facilitate training sessions and workshops to enhance the capacity of country office and partner staff in managing partnerships.
  • Quality Assurance and Compliance Monitoring: Conduct spot checks and desk reviews to ensure compliance with policies and procedures.
  • Support strategic evaluations and develop standards for data collection to inform project decisions.

Required Qualifications:
  • An Advanced University degree (Master’s degree or equivalent) in relevant fields such as International Relations, Political/Development Studies, or Business/Public Administration, along with 2 years of relevant experience. Alternatively, a First level University degree (Bachelor’s Degree or equivalent) with 4 years of relevant experience may be accepted.
  • Demonstrated professional experience in monitoring, evaluation, and learning in complex projects, with a minimum of 3 years required.
  • High-level skills in project planning, implementation oversight, and evaluation, including financial management and M&E.
  • Knowledge of geospatial data tools and experience with GIS and spatial analysis is an asset. Previous experience with UN or international projects is highly desirable.

Educational Background:
Candidates must possess either an Advanced University degree (Master’s degree) in relevant fields or a First level University degree (Bachelor’s Degree) with additional relevant experience. The educational background should ideally be in areas such as International Relations, Political/Development Studies, Business/Public Administration, or related social sciences. Specific qualifications in International Development, Economics, or Programme/Project Management are also acceptable, particularly when combined with relevant experience.

Experience:
The position requires at least 3 years of professional experience in monitoring, evaluation, and learning, particularly in large and complex projects. Candidates should demonstrate a strong ability to plan projects, oversee their implementation, and evaluate their progress effectively. Experience with financial management and monitoring and evaluation processes is essential. Familiarity with tools for online publishing of geospatial data and experience in managing geographic information systems (GIS) will be considered advantageous. Previous involvement in UN or international projects will be a significant asset.

Languages:
Fluency in French, both oral and written, is mandatory for this position. Knowledge of local languages such as Kiswahili or Lingala is considered an advantage, enhancing communication with local stakeholders and partners.
