Job Overview: The Lead Electrical Engineer (Retainer) position is crucial for overseeing and ensuring the successful implementation of electrical engineering projects within the Mekong Project Office in Vientiane, Lao PDR. The incumbent will work under the direct supervision of the Lead Construction Engineer and will be responsible for assessing and evaluating the electrical systems of existing facilities. This role requires a proactive approach to identifying electricity-related problems and proposing effective solutions in collaboration with the project team. The Lead Electrical Engineer will also support the supervision of electrical works, ensuring compliance with contract schedules, specifications, and project plans. The position demands a strong focus on quality assurance and control, as well as adherence to health, safety, social, and environmental measures during project execution. The successful candidate will play a key role in the design and specification of electrical systems, contributing to the overall success of infrastructure projects in the region.
Duties and Responsibilities: The duties and responsibilities of the Lead Electrical Engineer (Retainer) include:
Conducting assessments and evaluations of existing electrical systems in collaboration with local construction supervisors and other retainers.
Identifying electricity-related issues and proposing solutions in consultation with the Lead Construction Engineer and Senior Project Manager.
Supervising the implementation of electrical works and monitoring progress according to contract schedules and specifications.
Reviewing contractor requests for clarifications related to electrical works and providing necessary instructions and technical solutions.
Developing electrical design drawings and specifications in accordance with UNOPS standards and relevant codes.
Supporting the project team in reviewing contractor documents, including shop drawings related to electrical works.
Ensuring quality assurance and control standards are strictly implemented on-site and reporting to the Lead Construction Engineer.
Assisting in the preparation of progress reports on electrical construction activities.
Supporting the implementation of health, safety, social, and environmental measures at project sites. 1
Supervising and reporting on the commissioning and testing of electrical works. 1
Researching and preparing operational and maintenance plans for installed electrical equipment.
Required Qualifications: The required qualifications for the Lead Electrical Engineer (Retainer) position include:
An advanced university degree (Master’s degree or equivalent) in Electrical Engineering or a related field is required.
A first-level university degree (Bachelor’s degree or equivalent) with two additional years of relevant professional experience may be accepted in lieu of the advanced degree.
Professional certification in Electrical Engineering is required, and candidates must attach this certification when submitting their application.
A minimum of five years of experience in Electrical Engineering, specifically in the design and supervision of infrastructure projects, is required.
Experience with AutoCAD or other computer-aided design software is considered an asset.
Experience supervising electrical works in health facilities, particularly in operating theaters, is advantageous.
Experience in supervising electrical rehabilitation works for existing facilities is also an advantage.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Electrical Engineering or a related field.
