Job Overview:
The position of Regional/Standalone Human Resources Manager is crucial within the South East Asia Program, which encompasses operations in Cambodia, Laos, Vietnam, the Philippines, Myanmar, and Thailand. The role involves defining and implementing the HR component of the Program’s Strategic Operational Plan (STRATOP) in alignment with HI's policies and budgetary frameworks. The manager will serve as the primary contact for HR operations at the headquarters and will be responsible for analyzing contextual changes to identify risks and opportunities. The overarching goal is to enhance participation, resilience, and quality of life for persons with disabilities and vulnerable groups through various strategic interventions, including rehabilitation, inclusive education, inclusive employment, and disaster risk reduction. The manager will play a pivotal role in translating the HR strategy into actionable plans and ensuring the effective deployment of HR policies and processes across the program.

Duties and Responsibilities:
The Regional/Standalone Human Resources Manager will undertake a variety of responsibilities, including but not limited to: designing the HR component of the STRATOP and overseeing its associated action plan; drafting, revising, and implementing the HR part of the Program's operational strategy in compliance with HI's policies; advising the Regional/director" style="border-bottom: 1px dotted #007bff !important;">Country Director during major reorganizations; producing and analyzing standard HR indicators for the Program's dashboard; ensuring the deployment and monitoring of HI's HR policies and processes; overseeing the quality of the Program’s administrative management for all staff members; assisting managers with the implementation of HR policies; supporting emergency preparedness actions; identifying risks and contributing to risk mapping; ensuring compliance with processes and quality controls; assessing HR policies for standardization; and organizing regional HR workshops to enhance team capacity.

Required Qualifications:
Candidates must possess a university degree in human resources management or a related discipline relevant to the position. They should be fluent in English, both written and spoken, and have at least five years of experience in Regional HR Manager roles, preferably within an international non-governmental organization (INGO) and in a regional program context. Experience in the humanitarian sector is essential, along with a strong background in recruitment and development, compensation and benefits, payroll management, competency development, and performance management.

Educational Background:
A university degree in human resources management or a related field is required for this position. This educational background should provide the foundational knowledge necessary for effective HR management within the context of international aid and development.

Experience:
The ideal candidate should have a minimum of five years of experience in a Regional HR Manager position, with a strong preference for those who have worked in similar roles within international non-governmental organizations (INGOs). Experience in the humanitarian sector is highly valued, as is a proven track record in recruitment, development, and HR policy implementation.

Languages:
Fluency in English is mandatory for this position, both in written and spoken forms. Additional language skills may be considered an asset, particularly languages relevant to the regions of operation, such as Khmer, Lao, or Filipino.

The position is a national contract for residents of the respective countries, lasting 36 months, starting from June 6, 202
  • For non-residents, an international contract is available with similar duration and benefits. The salary will depend on the salary grid in the country of residence, starting from 2869€ gross per month based on experience. Benefits include local packages for residents, medical coverage, unemployment insurance for EU nationals, pension schemes, and paid leaves of 25 days per year. Additional allowances for children, travel costs, and housing provisions are also included, with specific arrangements for unaccompanied staff, couples, and families.
