Job Overview:
The Project Manager position involves overseeing and executing projects related to public infrastructure, health, and engineering within the public sector and international organizations. The role requires the development, completion, and updating of implementation plans, ensuring that projects are executed within established tolerances and integrating sustainability dimensions such as social inclusion, gender considerations, and environmental and economic aspects throughout the project lifecycle. The Project Manager will be responsible for managing the production of required results, ensuring effective resource utilization, and initiating corrective actions when necessary. The position also entails compliance with organizational policies, preparation of relevant plans for project board approval, and managing reporting obligations defined in legal agreements. The Project Manager will prepare periodic reports on project status and finances, maintain project logs, and ensure effective stakeholder engagement and communication throughout the project lifecycle.

Duties and Responsibilities:
  • Project Execution: Develop, complete, and update implementation plans as necessary. Implement the approved plan, including establishing milestones within the tolerances set by the Project Board. Manage the production of required results, ensuring overall progress and resource utilization, and initiate corrective actions when needed.
  • Procedures: Comply with all organizational policies, particularly the Project Management Manual. Prepare and adapt all relevant plans for Project Board approval. Manage reporting obligations defined in legal agreements and the Implementation Plan. Draft requirements definitions for procurement processes and approve requisitions and payment requests. Evaluate proposals if designated to the evaluation team.
  • Monitoring and Reporting: Prepare and issue periodic project and/or financial reports in accordance with reporting requirements from partners and UNOPS. Regularly review project status, assessing performance criteria (scope, cost, schedule, and quality). Maintain logs and progress reports as required by organizational standard procedures. Provide routine oversight and analysis of delivery data within the dashboard system.
  • Stakeholder Engagement: Develop stakeholder profiles and facilitate stakeholder engagement strategies. Establish and consolidate strong working relationships with the Project Board, clients, and key stakeholders. Facilitate the formulation of project communication plans and coordinate internal project communications. Ensure stakeholders are informed of project activities, progress, and exceptions, and are prepared to accept project deliverables.
  • Quality Control: Work with internal stakeholders to ensure projects meet audit requirements. Collaborate with procurement staff to ensure effective interface with supplier quality systems. Coordinate quality reviews of project documents and deliverables. Provide quality control for management results (project documents, reports, etc.).
  • Knowledge Management and Innovation: Promote systematic and effective capacity development activities to strengthen the sustainable and long-term capacity of staff. Actively engage with other project managers and the broader PM community to share case studies, lessons learned, and best practices. Contribute to monitoring lesson-learning procedures, ensuring timely and appropriate sharing of lessons learned. Participate in relevant communities of practice. Document and record lessons learned throughout the project lifecycle.
  • Personnel Management: Lead and motivate the project management team. Set behavioral expectations for team members. Ensure performance evaluations are conducted fairly, accurately, and timely. Select, recruit, and train the team as necessary, considering gender parity and diversity objectives.

Required Qualifications:
A higher university degree (equivalent to a Master's or PhD) in Project Management, Business Administration, Public Administration, International Business, Economics, Architecture, Civil Engineering, Health, Biomedical Engineering, or other relevant fields is required. A Master's or PhD degree may be substituted with a Bachelor's degree (equivalent to a Bachelor's Degree) and 9 additional years of relevant experience. Candidates must have at least 7 years of experience (or more depending on the university degree) in managing or coordinating medium to high complexity projects/programs related to public infrastructure and/or civil engineering and/or public health in the public sector and/or international organizations. Experience in public procurement processes, risk management for infrastructure and/or health implementation projects, managing multicultural teams, and successfully creating and executing project plans is highly valued.

Educational Background:
Candidates must possess a higher university degree (equivalent to a Master's or PhD) in relevant fields such as Project Management, Business Administration, Public Administration, International Business, Economics, Architecture, Civil Engineering, Health, Biomedical Engineering, or other related areas. A Bachelor's degree may be accepted if accompanied by 9 additional years of relevant experience.

Experience:
The position requires a minimum of 7 years of experience in project management or coordination, particularly in projects of medium to high complexity related to public infrastructure, civil engineering, or public health. Candidates with experience in public procurement processes, risk management for infrastructure and health projects, and managing multicultural teams will be preferred. A proven track record of successfully creating and executing project plans is essential.

Languages:
Fluent Spanish is required, and intermediate English is also required, with advanced proficiency being desirable.
