Job Overview:
The consultant will play a crucial role in assessing the risk of yellow fever in Burundi. This involves conducting a thorough review of the existing disease surveillance systems in the country, particularly focusing on the sensitivity of the current surveillance for vaccine-preventable diseases. The consultant will identify potential transmission zones for yellow fever and evaluate the overall risk associated with the disease in Burundi. Additionally, the consultant will formulate recommendations to integrate yellow fever surveillance into the existing vaccination preventable disease surveillance framework, in line with the International Health Regulations (IHR). The consultant will also propose a monitoring framework for the implementation of these recommendations, ensuring that the country is prepared to respond to any potential outbreaks.

Duties and Responsibilities:
  • Conduct a comprehensive literature review of disease surveillance in Burundi, focusing on yellow fever.
  • Assess the sensitivity of the current disease surveillance system for vaccine-preventable diseases in detecting yellow fever cases.
  • Identify and map potential areas for yellow fever transmission within the country.
  • Evaluate the overall risk of yellow fever in Burundi, considering regional epidemiological data.
  • Develop and present recommendations for integrating yellow fever surveillance into the existing disease surveillance framework.
  • Propose a monitoring and evaluation framework for the implementation of the recommendations.
  • Collaborate with local health authorities and stakeholders to ensure the recommendations are feasible and culturally appropriate.
  • Prepare and submit a comprehensive report detailing the findings, recommendations, and proposed implementation strategies.

Required Qualifications:
  • A Master's degree in Public Health with extensive training in monitoring and evaluation of health programs, particularly in vaccination epidemiology.
  • A PhD in Public Health is desirable.
  • At least 10 years of experience in managing vaccination programs or surveillance of vaccine-preventable diseases.
  • A minimum of 10 years of experience in evaluating vaccination programs and surveillance systems.
  • At least 5 years of experience working with international organizations or institutions.
  • Excellent knowledge of health systems and vaccination strategies is desirable.
  • Experience conducting risk assessments for yellow fever in a country setting is highly desirable.

Educational Background:
Essential: A Master's degree in Public Health with a strong focus on monitoring and evaluation of health programs, particularly in vaccination epidemiology. Desirable: A PhD in Public Health would be an advantage, providing a deeper understanding of public health challenges and research methodologies.

Experience:
The position requires a minimum of 10 years of relevant experience in managing vaccination programs or surveillance of vaccine-preventable diseases. Candidates should have at least 10 years of experience in evaluating vaccination programs and surveillance systems, along with 5 years of experience working with international organizations or institutions. This extensive experience is crucial for understanding the complexities of health systems and the challenges faced in disease surveillance.

Languages:
Essential: Proficient in French with an in-depth understanding of the language. Intermediate knowledge of English is required. Desirable: Advanced proficiency in English would be beneficial, enhancing communication with international stakeholders and access to global health resources.

Additional Notes:
The consultancy is expected to last for 3 months, with a remuneration of approximately 29,940 USD for the entire consultancy period. The consultant will also receive daily subsistence allowances (DSA) for living expenses during field missions. The contract may be extended based on performance and organizational needs.
