Job Overview:
The consultant will play a crucial role in evaluating the vulnerability, impacts, and adaptation of the health sector to climate change in Madagascar. This position requires the development of a comprehensive methodology for the study, which will involve extensive literature reviews, data collection, and analysis related to climate change and health vulnerabilities. The consultant will also be responsible for drafting and finalizing reports that summarize the findings and propose solutions to enhance the resilience of the health sector against climate change. The consultant will work closely with a technical committee and will be expected to engage with various stakeholders to ensure the study's relevance and effectiveness.

Duties and Responsibilities:
The consultant's main activities will include:
  • Developing the study methodology in consultation with the established technical committee.
  • Conducting a thorough literature review of relevant studies, reports, and documents concerning health sector vulnerability and adaptation to climate change in Madagascar.
  • Creating tools for prioritization, data collection, and analysis regarding vulnerability and adaptation in the health sector.
  • Supporting field studies to gather necessary data.
  • Writing a comprehensive report on the vulnerability and adaptation of the health sector to climate change in Madagascar. Deliverables will include a synthesis document, a methodology document, a draft report, and a validated final report.

Required Qualifications:
Essential qualifications include a university degree in public health, environmental health, climate sciences, or a related field. Desirable qualifications include technical knowledge of the links between health and climate change, as well as social and environmental determinants of health. Familiarity with vulnerability assessments and national health adaptation plans is also preferred.

Educational Background:
Candidates must possess at least a university degree in a relevant field such as public health, environmental health, or climate sciences. Advanced degrees or specialized training in these areas will be considered an asset.

Experience:
Essential experience includes prior work in the field of climate and health. Desirable experience encompasses collaboration with national ministries and the establishment of intersectoral partnerships, including potential work with UN agencies and international institutions. Experience in health and climate change research, as well as the preparation of technical documents for UN agencies or international institutions, is also beneficial.

Languages:
Fluency in written and spoken French is mandatory. Proficiency in English or other languages may be considered an advantage but is not required.
