Job Overview:
The Technical Advisor for Communicable Diseases will work under the technical guidance of the Director of the Communicable Diseases Prevention, Control and Elimination (CDE) Department and the direct supervision of the PAHO/WHO Representative (PWR). The incumbent will be responsible for providing technical cooperation to national health authorities in Paraguay on various communicable diseases, including malaria, HIV/AIDS, tuberculosis, and others. The role emphasizes the importance of strengthening local health services and ensuring the effective implementation of health programs. The advisor will collaborate with the Ministry of Health and other institutions to develop treatment schemes, enhance surveillance, and promote public health initiatives. The position requires a proactive approach to fostering partnerships across sectors and developing evidence-based strategies for disease prevention and control.

Duties and Responsibilities:
The incumbent will have a comprehensive set of responsibilities, including: 1) Providing technical cooperation to national health authorities on communicable disease programs; 2) Collaborating with the Ministry of Health on treatment schemes and patient management; 3) Promoting surveillance and control of communicable diseases; 4) Developing standards and guidelines for program activities; 5) Analyzing epidemiological data and providing technical advice for information systems; 6) Disseminating scientific information to support public health policies; 7) Fostering collaborative research initiatives; 8) Supporting the implementation of International Health Regulations (IHR); 9) Assisting in obtaining extra-budgetary funds for health projects; 10) Participating in the preparation of the Biennial Work Plan; 11) Supervising staff and conducting performance appraisals; 12) Performing other related duties as assigned.

Required Qualifications:
Candidates must possess a bachelor’s degree in a health discipline related to the post and a master’s degree in epidemiology, public health, or a related field from a recognized university. PAHO only considers degrees from accredited institutions listed in the World Higher Education Database (WHED).

Educational Background:
Essential educational qualifications include a bachelor’s degree in a relevant health discipline and a master’s degree in epidemiology, public health, or a related field. Candidates must provide scanned copies of their degrees during the interview process, and PAHO will validate these degrees through recognized databases.

Experience:
Candidates should have a minimum of nine years of combined national and international experience in epidemiology, prevention and control programs, or health services administration related to communicable diseases. Practical managerial experience in operational aspects of health programs is essential.

Languages:
Very good knowledge of Spanish is mandatory, along with a working knowledge of English. Knowledge of French and/or Portuguese is considered an asset, enhancing the candidate's profile for this position.

The position offers an annual salary of USD $77,326.00, with a post adjustment of 35.2%, subject to fluctuations due to currency exchange rates.
