Job Overview:
The Interoperability Deputy Coordinator will be instrumental in enhancing communication and collaboration among various humanitarian organizations operating in Northwest Syria. This role is designed to bridge gaps in data management and communication, ensuring that different organizations can work together effectively. The deputy coordinator will be responsible for engaging with stakeholders from the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and SNFI cluster, Cash Working Group, INGOs, NGOs, and UN agencies to promote standardized communication protocols and interoperability policies. The position requires a strategic approach to develop training sessions aimed at improving technical skills and establishing effective communication channels. The ultimate goal is to create a cohesive and efficient data ecosystem that enhances the delivery of humanitarian assistance, particularly in the context of Cash and Voucher Assistance (CVA) programs. The deputy coordinator will also play a key role in monitoring and evaluating the effectiveness of interoperability initiatives, ensuring that they align with GOAL's mission and the needs of the communities served.

Duties and Responsibilities:
The Interoperability Deputy Coordinator will have a comprehensive set of responsibilities, including:
  • Stakeholder Engagement: Identify and engage with relevant stakeholders, including clusters, working groups, INGOs, NGOs, and UN agencies.
  • Standardization and Protocols: Establish and promote standardized communication protocols and data formats to ensure seamless integration between different data management systems.
  • Policy Development: Develop interoperability policies and guidelines that align with the objectives of all participating actors.
  • Training and Capacity Building: Organize training programs to enhance the technical skills of personnel involved in interoperable systems.
  • Technical Support: Offer technical support to troubleshoot and resolve interoperability issues.
  • Communication and Coordination: Establish effective communication channels among participating actors and facilitate regular coordination meetings.
  • Information Security: Implement security measures to protect sensitive information shared between systems.
  • Monitoring and Evaluation: Establish a framework to assess the effectiveness of interoperable systems and collect feedback for continuous improvement.
  • Crisis Response Planning: Develop contingency plans for interoperable systems in emergencies. 1
  • Documentation and Reporting: Maintain comprehensive documentation of interoperability processes and generate regular reports on system status.

Required Qualifications:
Candidates must possess a degree in Information Technology, Computer Science, Data Management, or a closely related field. They should have proven experience in managing interoperability initiatives, particularly in humanitarian contexts. Proficiency in database management systems, data analysis, and cloud computing platforms is essential. Familiarity with blockchain technology and data protection laws is also required. Exceptional communication skills, both verbal and written, are necessary, with English proficiency being mandatory and Arabic knowledge highly desirable. Candidates should demonstrate leadership abilities, analytical thinking, and project management proficiency.

Educational Background:
A degree in a relevant field such as Information Technology, Computer Science, or Data Management is required. An advanced degree in these areas is preferred, as it provides a deeper understanding of the complexities involved in data interoperability and system integration within humanitarian contexts.

Experience:
Candidates should have demonstrable experience in managing projects or programs focused on data interoperability and stakeholder collaboration, preferably in humanitarian or development settings. Experience with Cash and Voucher Assistance (CVA) programs is highly advantageous, as is familiarity with the unique challenges of operating in conflict-affected regions like Northwest Syria.

Languages:
Proficiency in English is mandatory, while knowledge of Arabic is highly desirable. Additional language skills, such as Turkish or Kurdish, could be beneficial for effective communication with local partners and stakeholders.
