Job Overview:
The HR Business Partnering Manager will play a pivotal role in supporting the Project HR Manager and the Senior Leadership Team (SLT) by developing, driving, and delivering contemporary and strategic people-focused HR strategies that align with business and project outcomes. This position serves as a critical link between transformational and transactional HR support, partnering with Leads and Managers to provide generalist HR support. The role requires the individual to operate as a strategic business partner, a people and administrative champion, and a change agent for the business. This is a fixed-term opportunity for 4 years, with the possibility of extension, emphasizing the importance of strategic HR management in achieving project goals and enhancing workforce capabilities.

Duties and Responsibilities:
The HR Business Partnering Manager will be responsible for a variety of key functions, including:
  • Collaborating closely with the Project HR Manager to develop strategies and provide advice to managers on best practice HR processes, including performance management, case management, cyclical HR activities, and employee investigations.
  • Overseeing the administrative processes of the HR team to ensure efficient and compliant practices are in place.
  • Utilizing HR and employee data to provide key insights to the senior leadership team (SLT) for people initiatives.
  • Offering subject matter expertise to the SLT on building organizational capability, retention and engagement, performance management, and fostering a positive workplace culture.
  • Promoting equality, diversity, and inclusion within the organization, leveraging capabilities from across the Program and Palladium wherever possible.

Required Qualifications:
The successful candidate will possess a robust set of qualifications and experience, including:
  • Proven work experience in providing HR Business Partner or Senior Business Partner support, delivering people-focused solutions that align with business needs.
  • Demonstrated experience in managing and leading a small HR team, employing a coaching and mentoring approach to develop team capabilities.
  • Experience working within a Pacific context, including providing support to expatriate and locally engaged staff.
  • A track record of working within an agile and adaptable business environment, managing HR activities in a responsive manner.
  • Strong communication skills, with the ability to build relationships with hiring managers and leads, and effectively communicate with all levels of staff, from Senior Leadership to Officers.

Educational Background:
Candidates are expected to have a relevant educational background that supports their qualifications for the HR Business Partnering Manager role. This typically includes a degree in Human Resources, Business Administration, or a related field. Advanced degrees or certifications in HR management or organizational development may be advantageous and are often preferred by employers in this sector.

Experience:
The position requires significant experience in human resources management, particularly in a business partnering capacity. Candidates should have a minimum of 5-7 years of relevant experience, with a strong emphasis on providing strategic HR support in complex organizational settings. Experience in managing HR functions within a project-based environment, particularly in relation to labor mobility or international workforce management, is highly desirable.
