Job Overview: The HR Operations and Administration Support position at the WHO Emergency Sub Office in Cox’s Bazar is designed to provide comprehensive support in human resources operations, administration, and travel-related issues. The incumbent will be responsible for managing the recruitment process for new or vacant positions, ensuring that all necessary approvals are obtained, and facilitating the onboarding process for new staff, consultants, and SSA holders. This role also involves maintaining accurate records of personnel, managing payroll submissions, and acting as a liaison with HR outsourced service agencies. The position requires a proactive approach to problem-solving and the ability to work under pressure while maintaining a high level of organization and attention to detail. The successful candidate will also assist in travel arrangements and general administrative support, ensuring that all HR and travel-related inquiries are addressed efficiently.
Duties and Responsibilities: The duties and responsibilities of the HR Operations and Administration Support position include:
Commencing the recruitment procedure for new or vacant positions, including obtaining necessary approvals and publishing vacancy notices.
Collaborating with the WCO and Regional HR team to secure approval and facilitate the onboarding process for new staff.
Maintaining records of SSA holders and other personnel deployed to Cox’s Bazar, ensuring all documentation is accurate and up-to-date.
Submitting payroll for SSA, incorporating necessary adjustments and ensuring accuracy.
Assisting in the preparation of essential documents such as salary certificates and employment certificates.
Acting as the primary liaison with HR outsourced service agencies for recruitment and contract management.
Managing travel arrangements for staff and deployees, including raising travel requisitions and maintaining travel documentation.
Providing general administrative support to the technical team and serving as a point of contact for HR and travel-related inquiries.
Overseeing the issuance of office ID cards and maintaining an updated database. 1
Carrying out any other related tasks as requested by the supervisor.
Required Qualifications: The required qualifications for this position include:
Essential: At least five (5) years of work experience in the Human Resources field and/or administrative field.
Desirable: Experience in UN agencies, International Organizations, and NGOs in humanitarian emergencies.
Experience in Oracle-based or other ERP systems is an added advantage.
Strong analytical skills and good judgment.
Excellent organizational skills with a high sense of prioritization and attention to detail.
Discretion and tact in handling confidential information.
Ability to liaise with individuals at all levels within the organization and proactively seek information.
Customer orientation, cultural sensitivity, and good business ethics are essential.
Educational Background: The educational background required for this position includes:
Essential: Secondary, technical, or commercial school education.
Desirable: A university degree in Human Resource Management or a relevant field would be an added advantage. This educational background is crucial for understanding the complexities of HR operations and administration within an international organization.
Experience: The level of experience needed for this position is at least five (5) years in the Human Resources and/or administrative field. Experience in humanitarian emergencies, particularly within UN agencies or international organizations, is highly desirable. Familiarity with Oracle-based or other ERP systems will also be beneficial for managing HR operations effectively.
Languages: The mandatory language requirement for this position is expert knowledge of English. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by the WHO.
Additional Notes: This position offers an attractive remuneration package, including an annual net base salary starting at BDT 1,790,360, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
