Job Overview:
The Security Advisor position is part of COOPI's International Activities Unit, based at the headquarters in Milan. The role involves remote collaboration with countries where COOPI operates and may require international missions. The Security Advisor is responsible for updating COOPI's procedural and programmatic documents related to security, including regulations, operational plans, contingency plans, and checklists. This position also entails the development and drafting of new policies, procedures, and monitoring tools specific to security aspects. The Security Advisor will review and update country regulations in close relation with COOPI offices both in Italy and abroad, ensuring their implementation. Additionally, the role includes creating training modules for proper use of security procedures and providing initial training and updates for staff in foreign offices on risk prevention and security management. The Security Advisor will promote a culture of safety behaviors at all levels and support the identification of risk assessment indicators and criteria.

Duties and Responsibilities:
The main responsibilities of the Security Advisor include:
  • Updating COOPI's procedural and programmatic documents related to security, including regulations, operational plans, contingency plans, and checklists.
  • Developing and drafting new policies, procedures, and monitoring tools specific to security.
  • Reviewing and updating country regulations in collaboration with COOPI offices in Italy and abroad, and monitoring their implementation.
  • Creating training modules for the correct use of security procedures, both on-site and remotely.
  • Providing initial training and updates for foreign office staff on risk prevention and security management.
  • Promoting a culture of safety behaviors at all levels within the organization.
  • Supporting the identification of risk assessment indicators and criteria.
  • Offering remote support upon request from countries for verification and resolution of specific situations.
  • Participating in internal and external committees and meetings on relevant topics, providing updates and disseminating useful information. 1
  • Conducting monitoring, control, training, and assistance missions on specific cases. 1
  • Managing COOPI's emergency number.

Required Qualifications:
Essential qualifications for the Security Advisor position include:
  • A university or postgraduate degree, preferably in a field related to International Cooperation, complemented by specific courses on risk prevention and security management in humanitarian contexts.
  • A minimum of 5 years of experience as a Security Advisor in an NGO or in managerial roles within humanitarian crisis contexts, with specific responsibilities in risk prevention and workplace safety.
  • Excellent knowledge of French and English; good knowledge of Spanish is also required.
  • Ability to work within a complex international organization.
  • Familiarity with typical humanitarian aid contexts and key institutional actors in the sector.
  • Experience in high-risk countries.
  • Knowledge of international regulatory frameworks on security risk prevention and experiences developed in the sector by international organizations.
  • Skills in data collection, analysis, processing, and prioritization.
  • Ability to identify management solutions based on specific contextual elements. 1
  • Strong communication skills regarding issues and identified solutions, with discernment and confidentiality towards various interlocutors at different levels. 1

Educational Background:
