Job Overview: The Monitoring and Evaluation Officer will play a crucial role in the Emergency Health and Nutrition Project funded by the World Bank (SHARE). This position is focused on restoring access to essential health and nutrition services in Sudan, ensuring that WHO's strategies align with the health and development agendas of Member States. The officer will be responsible for designing methodologies and tools for monitoring project implementation, evaluating the quality of outputs, and ensuring compliance with reporting requirements. The role requires collaboration with various health clusters and partners to identify public health baselines and evidence-based interventions, ultimately aiming to enhance the effectiveness of health programs in emergency contexts.
Duties and Responsibilities: The officer will facilitate the monitoring of the SHARE project, design methodologies, tools, and indicators for monitoring project implementation, and evaluate the quality of outputs. Responsibilities include coordinating with the Third Party Monitor (TPM) of the SHARE project for data collection and joint monitoring, providing technical support to health clusters, determining necessary data elements for health sectorcoordination, and documenting lessons learned and best practices. The officer will also assess the impact of health emergency responses, prepare background documents and reports, and facilitate operational planning and reporting of health emergency activities. Additional duties may be assigned based on the needs of the program.
Required Qualifications: Candidates must possess a first university degree in information management, public health, epidemiology, economics, international development, life sciences, or public/business administration from an accredited institution. An advanced degree (Masters level or above) in a related field is desirable, along with certified training in monitoring and evaluation. Candidates should demonstrate knowledge of monitoring and evaluation principles and techniques, good research and documentation skills, and the ability to make recommendations for efficient systems design.
Educational Background: A first university degree in relevant fields such as information management, public health, epidemiology, economics, international development, or public/business administration is essential. An advanced university degree is desirable, and candidates should have certified training in monitoring and evaluation.
Experience: At least five years of related experience at national and international levels in designing and implementing monitoring and evaluation strategies, methodologies, and tools is required. Experience in emergency operations or humanitarian contexts is essential. Desirable experience includes prior work with WHO/UN, health cluster partners, or recognized humanitarian organizations.
Languages: Expert knowledge of English and Arabic is essential. Intermediate knowledge of French is desirable.
Additional Notes: The position offers an annual base salary starting at USD 68,565, subject to deductions for pension contributions and health insurance. The role includes 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
