Job Overview:
The position of Responsable Appro et Spécialiste Passation Marchés involves overseeing the procurement process for goods and services necessary for the implementation of the Project for the Improvement of Resilience of Drinking Water Services (PARSEP) in crisis zones in the Central African Republic. The successful candidate will be the focal point for procurement matters related to PARSEP, ensuring compliance with both Solidarités International's procedures and those of the French Development Agency (AFD). The role requires a thorough understanding of procurement processes, as the candidate will be responsible for ensuring timely and efficient procurement in line with the program's activity schedule. The position also entails addressing challenges related to previous procurement processes that have not been completed, necessitating immediate attention and action upon the candidate's arrival.

Duties and Responsibilities:
  • Supervise the procurement process for the PARSEP project, ensuring adherence to both SI and AFD procedures.
  • Act as the main liaison between the mission and headquarters regarding procurement matters.
  • Monitor and follow up on pending purchases and ensure timely completion of procurement processes.
  • Finalize pending calls for tenders and launch procurement processes promptly to address delays.
  • Implement an effective monitoring mechanism for fuel management and logistics between bases and project sites.
  • Address security" style="border-bottom: 1px dotted #007bff !important;">security constraints and ensure compliance with safety protocols during procurement activities.
  • Collaborate with other team members to ensure the successful implementation of the project and its objectives.
  • Provide training and support to local staff involved in procurement activities.
  • Prepare and maintain accurate records of procurement activities and ensure transparency in the process.

Required Qualifications:
  • At least 2 years of experience in managing procurement processes funded by AFD, particularly in water management projects and rural hydraulics.
  • Strong knowledge of AFD procurement procedures.
  • Proven ability to work effectively in a team and under stressful conditions.
  • Understanding of humanitarian principles and the 'Do No Harm' approach.
  • Excellent organizational and communication skills.

Educational Background:
A degree in Administration, Finance, or Logistics is required for this position. Candidates should have a solid educational foundation that supports their ability to manage procurement processes effectively.

Experience:
Candidates should have a minimum of 3 to 4 years of experience in the humanitarian sector. Previous experience in a similar role will be considered an asset, particularly in procurement and logistics management.

Languages:
Fluency in French is mandatory for this position. Proficiency in English is considered an asset and will enhance the candidate's ability to communicate effectively in an international context.

Additional Notes:
The position is a salaried role with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of CFA 480,000 is provided. SI covers accommodation and travel expenses between the expatriate's home country and the duty station.   • During the mission, a work and leave alternation system is in place, allowing for 7 working days off every three months, along with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, as well as repatriation costs. The living conditions in Bouar include a base with 24-hour electricity and access to clean water, with a curfew set at 10 PM. The base is equipped with internet access, although it may experience frequent disruptions.
