Job Overview:
The position of Consultant for Digital Transformation in Education is centered around providing technical support to the second phase of the Strengthening Teacher Education Programmes in Cambodia (STEPCam II). This consultancy will focus on the effective adoption of digital strategies for education delivery, particularly in the context of the Cambodian education system. The consultant will work under the supervision of the UNESCO Representative to Cambodia and the Chief of the Education Unit, directly reporting to the STEPCam Programme Manager. The role involves establishing monitoring and evaluation mechanisms, developing sound methodologies and tools, and coordinating closely with MoEYS technical departments. The consultant will also be responsible for conceptualizing and planning a specialized institute on educational technology and digital transformation, leading capacity-building efforts, and providing technical support to advance EdTech initiatives in the Cambodian education sector.

Duties and Responsibilities:
The consultant will undertake a variety of specific tasks, including:
  • Conceptualizing, planning, and establishing a specialized institute on educational technology and digital transformation within a teacher education institution (TEI). This includes providing technical oversight, conducting a desk review, and leading discussions with stakeholders.
  • Developing technical documents for the establishment of the institute, including a concept note, roadmap, budget, and operational guidelines.
  • Leading capacity-building initiatives at the specialized institute, focusing on management, research, and pedagogy. This involves developing training programs and materials, as well as providing technical support for the development of continuous professional development (CPD) courses.
  • Offering technical support to STEPCam on EdTech and digital transformation, including addressing new tasks that may arise during the consultancy.
  • Delivering a series of reports and documents that outline the progress and outcomes of the consultancy, including situational analyses, capacity-building plans, and training materials.

Required Qualifications:
Candidates must possess at least a Master’s degree in education, educational technology, information technology, or a related field. Additionally, they should have a minimum of 10 years of demonstrated international experience in education policy and strategy development, research, and educational technology. Experience working with governments on education policy and strategy development is essential, with at least three examples of such work required. Candidates should also have experience in providing technical support for advancing educational technology and teacher development, as well as familiarity with educational technology in low-resource contexts. Strong conceptual, analytical, interpersonal, and communication skills are also necessary for this role.

Educational Background:
The educational background required for this position includes a Master’s degree in fields related to education, educational technology, or information technology. Experience:
