Job Posting Organization:
The Pandemic Fund is dedicated to financing critical investments aimed at enhancing pandemic prevention, preparedness, and response (PPR) capacities at national, regional, and global levels. Established to address the escalating threats posed by infectious diseases, the fund focuses particularly on low- and middle-income countries. The organization collaborates with various entities, including WHO, FAO, UNICEF, and the Asian Infrastructure and Investment Bank (AIIB), to implement projects that strengthen health security" style="border-bottom: 1px dotted #007bff !important;">security and resilience against public health emergencies. The Pandemic Fund has recently approved a grant of USD 24.9 million for the SPPROH-Rwanda project, which aims to bolster Rwanda's capacity to respond to health challenges such as mpox and Marburg Virus Disease (MVD).

Job Overview:
The Senior Monitoring, Evaluation and Learning (MEL) Specialist will play a crucial role in the implementation of the Pandemic Fund Project in Rwanda. This position involves executing all MEL-related activities, which include designing and implementing MEL frameworks, tracking project progress, analyzing data to evaluate the project's impact, and generating actionable insights. The MEL Specialist will work closely with the Project Coordinator to ensure that project objectives are met, fostering accountability, driving continuous improvement, and supporting evidence-based interventions. The role is essential for achieving sustainable health outcomes and strengthening Rwanda's capacity to respond to future public health challenges, thereby reinforcing long-term health system resilience.

Duties and Responsibilities:
  • Design and implement comprehensive MEL frameworks for the SPPROH-Rwanda project.
  • Track project progress against established indicators and objectives.
  • Analyze data to evaluate the impact of project interventions and generate actionable insights.
  • Prepare and present regular reports on project performance to stakeholders.
  • Collaborate with project teams to ensure that MEL practices are integrated into all project activities.
  • Conduct capacity-building sessions for project staff on MEL methodologies and tools.
  • Facilitate stakeholder engagement and feedback mechanisms to enhance project effectiveness.
  • Ensure compliance with WHO and donor reporting requirements.
  • Stay updated on best practices in MEL and public health evaluation. 1
  • Travel nationally as necessary to oversee and support MEL activities.

Required Qualifications:
Essential qualifications include a strong understanding of monitoring and evaluation principles and methodologies, proficiency in data collection, analysis, and reporting tools, excellent communication and interpersonal skills, and the ability to work independently as well as part of a team. The candidate should also possess excellent writing and editing skills, the ability to work under pressure, and proficiency in M&E methodologies, data analysis, and reporting. Familiarity with statistical software such as R, STATA, or SPSS, and data visualization tools like Power BI or Tableau is considered an asset.

Educational Background:
The position requires a bachelor's degree in Public Health, Monitoring and Evaluation, Data Science, Global Health, Project Management, or a related field. An advanced university degree (Master’s level) in one of these areas is desirable and will enhance the candidate's qualifications.

Experience:
Candidates must have a minimum of five years of working experience in monitoring and evaluation of public health programs or related projects. Desirable candidates will have at least seven years of relevant experience, demonstrating a deep understanding of public health evaluation processes and methodologies.

Languages:
Expert knowledge of English is mandatory for this position. Intermediate knowledge of French or Kinyarwanda is desirable, as it may facilitate communication with local stakeholders and enhance project implementation.

Additional Notes:
The expected duration of the contract is 12 months, with the possibility of extension. The position is full-time, and the monthly salary is RWF 4,673,167, along with 30 days of annual leave.
