Job Overview: The position is situated within the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow). This office is responsible for providing high-quality, timely, and integrated technical support in the design and implementation of Decent Work Country Programmes (DWCPs) and other ILO country support activities. The specialist will focus on the legal and practical aspects of international labour standards, ensuring their integration into Decent Work Country Programmes across multiple countries including Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan. The role involves responding to requests for support in developing law" style="border-bottom: 1px dotted #007bff !important;">labour law policy and drafting new or revised labour legislation, collaborating with UN organizations and civil society to promote international labour standards, and acting as a focal point for specific cross-cutting issues or priority themes. The specialist will work closely with other technical specialists and report to the Director of DWT/CO-Moscow, receiving guidance from the International Labour Standards Department and the Governance and Tripartism Department at ILO headquarters.
Duties and Responsibilities: The specialist will be responsible for ensuring that governments fulfill their reporting obligations under article 22 of the ILO Constitution and will take appropriate actions based on comments from ILO supervisory bodies. They will provide capacity building to governments, social partners, and judicial bodies on international labour standards and the supervisory system. The role includes formulating policies and providing legal advice to ILO constituents, conducting research on regulatory frameworks, and analyzing draft labour legislation submitted by governments. The specialist will assist in aligning draft legislation with international labour standards and best practices, advise on the application of Conventions and Recommendations, and promote tripartite consultations. They will also mainstream gender equality concerns into all activities, formulate and present project proposals, and contribute to the dissemination of the ILO Declaration on Fundamental Principles and Rights at Work. Additional responsibilities include developing information on action programmes, representing the ILO in various forums, and performing other relevant duties as assigned.
Required Qualifications: Candidates must possess an advanced level university degree (Master’s or equivalent) in law. A first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted in lieu of an advanced degree. The role requires at least seven years of experience in labour law, including international experience, and a strong understanding of ILO procedures and standards. Candidates should demonstrate knowledge of the ILO’s fundamental and governance standards, as well as the ability to conduct complex legal analyses and provide technical advice.
Educational Background: An advanced level university degree (Master’s or equivalent) in law is required. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, along with two additional years of relevant experience, will be accepted in lieu of an advanced degree.
Experience: The position requires a minimum of seven years of experience in labour law, with a focus on international contexts. This experience should include work related to the application of international labour standards and involvement in legal reform processes.
Languages: Excellent command of English is mandatory. Knowledge of Russian is considered a major asset, and working knowledge of another official language of the Organization (French or Spanish) would be advantageous.
Additional Notes: This is a temporary assignment with a contract duration of 11 months. The position is classified at the P4 grade level. The selection process is not subject to the rules defined in Annex I of the ILO Staff Regulations.
