URGENT CALL FOR SHORT-TERM APPLICATIONS
Position Title: TB Care Provider Network (TCPN)Senior Consultant ** OVERVIEW The TB Innovations and Health Systems Strengthening (TB IHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up tuberculosis (TB) and drug-resistant tuberculosis (DR-TB) prevention, detection, and treatment. The Project will identify and help implement proven approaches to improve prevention, increase case detection rate, decrease lost to follow-up rate, and increase treatment success and cure rates across the continuum of care. OBJECTIVE In support to the implementation of Universal Health Care (UHC), TBIHSS, together with ProtectHealth, provides assistance to the Central Visayas Center for Health Development (CVCHD), the local government of Cebu City and PhilHealth in demonstrating the setting up and management of innovative TB case finding approaches in communities, a TB Care Provider Network (TCPN) and a Special Health Fund through the City-wide TB Elimination Campaign (CiTEC). TBIHSS also contributes to fostering multisectoral collaboration in TB through advocacy for mainstreaming TB in the policy, budget and program operations of concerned government agencies and development partners in the National Coordinating Committee (NCC) and the Regional Coordinating Committee (RCC). JOB SUMMARY: The Consultant will provide technical and operational support to TBIHSS Senior HSS Specialist in organizing a public-private TB Care Provider Network in Cebu City under CiTEC. This community-based network is expected to be a platform for the broader Health Care Provider Network (HCPN) stated in the UHC Act. In addition, the Consultant is expected to support the integration of TB, on both systems and technical levels, in the policies, budget, and/or relevant program operations of members of the National Coordination Committee (NCC)/other government institutions. DUTIES AND RESPONSIBILITIES: Under the supervision of the TBIHSS Senior HSS Specialist, the Consultant will:
  1. Review policies, protocols, reports and other references relevant to the establishment of HCPN/TCPN;
  2. Coordinate with Cebu City local government, CVCHD, PhilHealth, public and private health providers, community-based organizations (CBOs) and concerned institutions, TBIHSS and ProtectHealth focals in assessing the current capacities and determining the specific roles and responsibilities of potential TCPN members;
  3. Facilitate the use of Pantawid Pamilya (4Ps) platform in CiTEC, such as in TB case finding, referral and monitoring, in coordination with the Department of Social Welfare and Development (DSWD) Central Office and Region 7, the City Social Welfare Development Office (CSWDO), the local government of Cebu City and concerned stakeholders. The draft TB Elimination Roadmap of DSWD and previous agreements on 4Ps module may serve as reference for the initial consultations;
  4. Facilitate consultative meetings on TCPN to discuss its structure, composition, facility/service standards, contracting options (based on the initial recommendations of ProtectHealth), referral system, management arrangements and other relevant concerns with Cebu City local government, CVCHD, PhilHealth and other concerned stakeholders;
  5. Coordinate with Cebu City local government, CVCHD, PhilHealth, prospective TCPN members and other concerned stakeholders in developing a protocol for setting up and managing a TCPN, taking into account the capacities of public and private providers serving the areas covered, the availability of civil society organizations and community-based volunteers, the health-seeking behavior of target population, and agreements reached on TCPN components;
  6. Assist Cebu City local government in organizing/setting up its TB Care Provider Network, in coordination with CVCHD, PhilHealth and other partners;
  7. Provide technical guidance in the integration of TCPN and other CiTEC-related activities in relevant local plans/policies/budget of Cebu City;
  8. Perform other activities necessary to complete the contractual deliverables.
EDUCATION/QUALIFICATIONS: · Master’s Degree in health or related field · Experience working in a USAID project desired · Minimum of five years of work experience in health policy development, service delivery, financing and systems strengthening · Proven track record of working effectively with Department of Health, other national government agencies, local government units and development partners · Recognized expertise in health systems strengthening, service delivery, financing and governance · Strong analytical and management skills Work Location/Assignment Makati City, Philippines - entails travel to Cebu City to facilitate dialogues with partners and stakeholders.
