Job Description
Desired start date: August 2021 Duration of the mission: 9 months (according to funding – with possible extension) Location: Raqqa – North Est Syria

ABOUT THE MISSION

There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman. The total financial volume of the mission for 2020 was approximately of 26 million EUR. The mission has now reached a number of approximately 42 expatriates and 230 national employees (7 expatriates and 90 national employees in Ar-Raqqa base). The position will be based in Raqqa. Syria mission is dedicated to work in areas recently opened (in 2017 in Raqqa) and in challenging contexts to provide lifesaving activities to the population affected by the conflict. A turn from lifesaving activities to more post-emergency/development has also been undertaken. In Ar-Raqqa Governorate, main current activities are related to:
  • Lifesaving
    • Wash – emergency package in IDPs settlements
    • Distribution of NFIs and MPCA
    • COVID Response (2020-March 2021)
  • More sustainable activities
    • individuals’ houses rehabilitations
    • Institutional rehabilitations and support: Water stations rehabilitations, capacity building of the Water Department, rehabilitation of schools, rehabilitation of irrigations systems and infrastructures
Additionally, SI has a contingency and capacity to respond to emergencies in all NES. In Raqqa, the strategy has also been to explore, assess and include Livelihoods activities. This component will be developed in the framework of two grants for 2021 and 2022, including the project that is the subject of this job opening, i.e a direct support to farmers of the Raqqa countryside. During 2020 and until now, Raqqa base has also extended its activities in Tabqa (southeastern part of the Governorate), and in Kobane (northern NES).
  • The project in question
The objective of the project is to ensure that local farming systems are reinforced, more resilient, and able to provide affordable food supply in Raqqa Governorate. The project will target vulnerable local farmers to ensure that they are able to sustain seasonal production in the short term and that the most vulnerable targeted households can increase their financial capacities and are able to cover their basic needs and better diversify their diet. The activities of the project are the following: distribution of agricultural inputs, set-up of on-farm seed production units and small irrigation schemes cleaning campaigns. During the first month of the project, Solidarités International will realize a preliminary detailed study to deeper analyse the targeted areas’ farming systems as well as the market and the potential risks associated.

ABOUT THE JOB

The Foods security" style="border-bottom: 1px dotted #007bff !important;">Security and Livelihood Program Manager supports the development of donor proposals and funding approved, ensure the project cycle management in the field. S/he specifically guarantees the relevance, quality and suitability of proposed technical approaches and ensures the appropriateness of the FSL related activities and general SI objectives to the needs of the populations affected by the Syrian crisis and the harmonized approach with other FSL actors. S/he is a creative force in the case where certain adaptations would be necessary in view of the evolution of the needs and the context. S/he guarantees a proper preparation of the starting of the program, including the elaboration of a preliminary assessment and the set-up of an efficient monitoring system; the development of a robust beneficiary selection mechanism and the design of each activity. S/he ensures SI representation to the FSL technical and sectorial working groups and reporting on SI interventions. S/he contributes to the process of institutional knowledge building and the improvement of Solidarités International methods and techniques in the field of FSL. S/he ensure the management of the dedicated team, builds up its technical skills of the in the field of FSL. List of main tasks:
  • Support in strategic orientation, diagnosis and project design

  • Capitalization and Institutional Knowledge Building – IKB
  • Reporting / communication / representation
Priorities for the 2/3 first months
  • Launch the FSL/Agriculture oriented activities, with a prior assessment (new sector for SI in NES)
  • Liaise with the Rehabilitation Department (Agriculture support to farmers being in link with the rehabilitation of the irrigation system)
  • Ensure the recruitment and training of the new team

YOUR PROFILE

Education Specific degree Agricultural sector and development Bachelor degree in a field related to Project Management, Development studies, International relations or equivalent Experience
  • Minimum 3 years with INGO in Humanitarian Project Management including FSL, with at least the management of one program specifically linked to Agricultural sector
  • Previous experience with SI being a plus.
  • Experience in HR management
  • Experience in a volatile security context highly appreciated
Technical skills
  • Technical background in the field of agricultural development and related project
  • Strong computer skills essential and working knowledge of Mobile Data Collection systems (e.g., Kobo or ONA)
  • Experience in communication with communities and implementation of accountability mechanisms
  • Ability to organize training and lead meetings
  • Capacity building to local teams is paramount for the position
  • Data analysis (quantitative and qualitative)
  • Database management

Management This sector being a new sector for SI in NES/Raqqa, the team will be to recruit, train and supervise. The team will be comprised of a Deputy, a supervisors and officers.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 1980 euros gross per month) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position) and a monthly Per Diem of 700 USD SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités). To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.** Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS: Security level is high in NES justifying specific arrangements in terms of rules and movements in the areas of intervention. The candidate will be based in Raqqa. She/He will live in the SI guesthouse(s). In Raqqa, living conditions are simple but highly improved with a few opportunities and places to socialize. The per diem rate for NES is 700 USD a month. Covid 19 : Over the last period due to covid restrictions and challenges (some quarantine in particular), expats have been spending some time in Erbil (Iraq). SI recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
