Organizational Setting
The Regional Office for Africa, (RAF), leads FAO’s response to regional priorities for
security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security,
agriculture and rural development. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organisation in the region and, in collaboration with technical divisions and units at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. In its programme delivery, RAF contributes directly to the
Sustainable Development Goals (SDGs), SDG 1 (No poverty), SDG 2 (Zero hunger), and SDG 10 (Reduced inequalities) as well as to supporting achievement of the broader SDG agenda, which is crucial for attaining FAO’s overall vision.
There is growing international recognition that the agricultural sectors (including crops, forestry, fisheries and aquaculture and
livestock) play a central role in responding to
climate change, as these sectors are among the foremost priorities in the Nationally Determined Contributions (NDCs) submitted by African countries under the UNFCCC. FAO, as accredited agency of the Green Climate Fund, has an important role to play in supporting its Member States to access and utilize GCF resources, as evidenced by the growing number of requests from government counterparts in the region. The portfolio includes GCF Readiness projects, simplified approval process (SAP) proposals as well as full funding proposals for country, multi-country projects or programmes.
FAO International Consultants and Call purpose
The purpose of this call is to provide FAO’s Regional Office for Africa and its decentralized offices (sub-regional and country offices) with a roster of qualified candidates for a number of profiles (or Job Titles) with different specializations to enhance FAO’s support to the
design of GCF programme/ projects portfolio in the Africa region.

Contracts will be based in FAO RAF or another FAO location with required travel for field missions, where relevant.
Reporting Lines
The GCF consultants will work under the oversight of the Regional Programme Leader (or the Sub-regional
Coordinator or Country Office where relevant), the overall technical supervision of the Senior Forestry Office/ Regional Coordinator for Climate action and sustainable management of
natural resources and the direct supervision of an officer in RAF or subregional office or FAO Representation in country offices as relevant.
Technical Focus
Supporting the development, and effective implementation of FAO’s portfolio of GCF projects in Africa through the provision of expertise in the fusion of relevant technical areas with project formulation requirements of countries, FAO and the GCF in Agriculture including crops, fisheries, forestry, livestock /other land use sectors
Tasks and responsibilities
GCF Project Team Leaders will lead the development and delivery of GCF Funding Proposals including:
- Prepare and regularly update the project formulation plans, in consultation with the relevant FAO technical team;
- Lead or participate in multidisciplinary teams to assist governments in the identification and preparation of GCF proposals;
- Lead country field and/or virtual missions for GCF project formulation – from project idea to final appraisal and project implementation
- Facilitate the preparation of relevant baseline studies, analyses, evaluations and assessments to support project development
- Facilitate identification of co-financing and the development of the project institutional arrangement
- Oversee or support the formulation process to ensure timely production of all relevant inputs
- Coordinate the compilation of all relevant documentation in preparation for project submission
- Work closely with the FAO RAF, the relevant sub-regional office and Headquarters (HQ) GCF Unit to ensure appropriate quality control, completeness and timeliness of proposals;
- Coordinate inputs and responses to comments on GCF concept notes and proposals and;
- Oversee and coordinate eventual project implementation in close collaboration with FAO technical officers and other relevant staff, as well as government and other national counterparts
GCF Advisors will advise FAO staff, national counterparts and partners on GCF procedures, requirements and expectations and how these apply within FAO, including:
- Provide direct advice on the GCF to FAO staff, counterparts and partners at all levels, in particular to project formulators
- Produce training and information materials
- Deliver training programmes
- Review all types of GCF project documentation against quality standards and consistency with GCF and FAO requirements
- Provide comments and suggestions for revision of documents;
- Liaise with relevant FAO (or other organizations) units to obtain guidance and advice on specific elements of proposal documentation, and;
- Respond to ad-hoc questions
GCF Project Designers will support GCF Project Team Leaders, including :
- Write concept notes, project proposals and other relevant documents (i.e. required annexes to the GCF funding proposals such as feasibility studies, gender, economic and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis) that contribute to GCF project submissions
- Participate in country missions for GCF project formulation – from project idea to final appraisal
- Provide further inputs and responses to comments on GCF concept notes and proposals and studies; and
- Review documents to ensure appropriate quality and consistency
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in environmental or agricultural sciences, natural resource management, economics or a related field as appropriate for the specific profile
- Relevant experience in the design, formulation or evaluation of substantial agricultural and rural development projects and programmes with a focus on climate change. Experience on GCF, GEF or Investment Financing Institutions (IFI) is an advantage.
Specific role experience is as follows:

- GCF Project Team Leaders: Seven to ten years relevant experience, including on leading multidisciplinary teams
- GCF Advisors: Three years or more relevant experience, including on capacity development and multistakeholder processes
- GCF project designers: Four years or more relevant experience, including on project formulation
- Extent of experience in formulation or implementation of projects in sub-Saharan Africa
- Working knowledge of English and limited knowledge of French or Spanish.
