Context:
Under the overall supervision of the Head of Sub-Office in Cotabato City, and under the direct supervision of Head of Satellite Office in Zamboanga City, the successful candidate will support the “STRENGTHENING BARMM'S PREPAREDNESS AND RESPONSE CAPACITY FOR EFFECTIVE
COVID-19 PREVENTION AND CONTROL” under the Prepare, Prevent, Protect Programme of IOM in Zamboanga City, Basilan, Sulu, and Tawi-Tawi (ZamBaSulTa) in line with IOM policies, standards and commitments.
Nature of Consultancy: Consultant on Mainstreaming Health in Disaster Risk Reduction (DRR)
IOM Project to which the Consultancy is contributing: Migration Health Assistance for Crisis Affected Populations (MP) Project in ZamBaSulTa areas.
Core Functions / Responsibilities:
The main objective of this consultancy is to develop a guidance note on how to mainstream
Health Emergencies in Disaster Risk Reduction and Management (DRRM) Plans in all levels of implementation (provincial/municipal/city/barangay) in BARMM. Specifically, the consultant will identify programs, projects, and activities; strategies, local platforms, and
monitoring and evaluation to strengthen ZamBaSulTa’s overall readiness for disasters and health emergencies. Specifically, the consultant will be expected to:
- Consolidate, review, and analyze DRRM and Contingency Plans in 45 Local Government Units (LGU) as determined by IOM and the Provincial Technical Working Groups:
- Three Provinces (Basilan, Sulu and Tawi-Tawi);
- One City (Zamboanga City);
- Six Municipalities; and
- 35 Barangays
- Develop a Guidance Note on addressing and mainstreaming Health Emergencies in DRRM and Contingency Plans specific to the context of ZamBaSulTa.
- Design, plan, and facilitate multi-stakeholder Training of Trainer (ToT) on enhancing DRRM and Contingency Plans focusing on health emergencies for implementing partners. Cost for the ToT will be shouldered by IOM.
- Identify regional and provincial policy recommendations to ensure sustainability measures of Guidance Note and enhanced DRRM plans.
- Translate outputs (such as Guidance Note, Training Design, Tools and Templates) into relevant BaSulTa languages (Yakan, Tausug, Sinama).
- Provide bi-weekly feedback and progress reports during engagement.
- Undertake official duty travels to support the team and other colleagues, as required.Perform such other duties as may be assigned.
Tangible and Measurable Outputs of the Work Assignment
At the onset of engagement, the project team will set an inception meeting between the consultant and the project team to go over deliverables, measurable outcomes, and/or inputs. An inception report will be submitted by the consultant afterwards, detailing specific tasks and deadlines over the course of the consultancy, to wit:
- Prepare and submit an inception report, including proposed timeline, methodologies, templates, and tools to be used.
- Submit analysis of reviewed DRRM and Contingency Plans in 45 LGUs and policy recommendations for sustainability.
- Submit a draft Guidance Note on mainstreaming Health Emergencies in DRRM and Contingency Plans.
- Submit a multi-stakeholder workshop plan on enhancing DRRM and Contingency Plans focusing on health emergencies.
- Submit a final report consolidating all outputs translated in three BaSulTa languages.

Required Qualifications
Master’s degree in
Disaster Risk Management, Disaster Risk and Resilience,
Disaster Management, Disaster Resilience,
Public Health, Health Science, Development Studies, or any related field from an accredited academic institution with five years of relevant professional experience; Or,
Bachelor’s degree in Health Science,
Social Work, Development Studies, or any related field from an accredited academic institution with seven years of relevant professional experience.
Required Experience
- Experience in developing DRRM plans, including Contingency Plan on Health.
- Sound knowledge and demonstrated capacity in developing training packages and delivering/facilitating trainings on DRRM and Health.
- Field experience in community-based DRRM programming.
- Extensive knowledge of the national, regional and international legal frameworks pertaining to Health and DRRM.
- Experience working in the areas of DRRM and Health with UN and/or NGOs, preferred.
- Solid understanding of DRRM and Health issues in the Philippines and in-depth knowledge of conflict context in Mindanao specifically in ZamBaSulTa, a distinct advantage.
- Excellent presentation, oral and written communication skills in English; and
- Ability to deliver according to specified timeline while maintaining quality of outputs.
Languages
Fluency in English is required. Professional working proficiency of Filipino and/or Chavacano/Yakan/Tausug/Sinama/Bisaya is an advantage.

The consultant must adhere to the International Organization for Migration (IOM)
Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate
translation.
IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
