Project Summary:
MSI is now accepting applications from senior assessment and monitoring professionals interested in providing
support services to U.S. Department of Defense (DOD) Geographic Combatant Commands (GCC) under the Assessment, Monitoring, and Evaluation (AM&E) indefinite delivery indefinite quantity (IDIQ) contract. The AM&E IDIQ supports reform of institutional
capacity building of partner nations' ministries of defense.

Position Summary:
The Security Cooperation Strategic Planner will lead the team's
strategic planning in support of security cooperation (SC) efforts between the U.S. and partner nations. The Strategic Planner will support the partnership and initiative
design-development" style="border-bottom: 1px dotted #007bff !important;">design development process. This full-time role is contingent on client funding.
Responsibilities:
- Conduct security cooperation design planning efforts to assist the government in achieving strategic objectives and priorities with respect to the partner nation
- Support the GCC with analysis, strategic planning, development of staff packages, briefings, note taking, and other staff work related to SC as needed
- Enable client leadership to improve security cooperation investment decisions through the use of objective and meaningful performance measures
- Translate organizational strategies and goals to develop a set of outcomes and associated performance measures
- Maintain, enter, and update data in various systems
- Collect, analyze and report all data required for data calls, actions and requests
- Document meeting minutes and summaries of security cooperation meetings
- Create briefing materials for related security cooperation meetings
- Lead meetings specific to security cooperation
- Review, edit and approve organizational submissions of performance data
- Recommend process improvements
- Facilitate Security Cooperation Training
Qualifications:
- A bachelor's degree in a relevant field is required
- Minimum of five years of experience supporting security cooperation planning activities at a GCC
- Demonstrated experience with strategic and tactical planning, project management, change management, and implementing process improvements across large, diverse organizations with multiple cross-functional stakeholders
- Demonstrated knowledge of GCC strategic planning processes, organizational structure, and operating environment
- Demonstrated knowledge of great power competition
- Strong oral and written skills, and ability to communicate effectively with disparate groups
- Demonstrated abilities and success with identifying and addressing client needs
- Ability to effectively work with senior US government officials
- Demonstrated experience effectively and independently managing project work with limited supervision
- Demonstrated understanding of security cooperation activities and their links to the national defense strategy and national security strategy is preferred
- Knowledge of 332, 333, and other title 10 authorities within a GCC area of responsibility is preferred
- Knowledge in USG budgeting and financial policy, data management fundamentals, and U.S. Foreign Assistance fundamentals is preferred
- Eligibility for a secret security clearance is required
- English fluency is required
