The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission
coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The
field operations are guided and supported by 5 Operational Cells, the
Emergency Unit and other departments supporting operations.
Context and general objective of the post:
The
Logistics Technical Unit (LogTech) is part of the Logistics and
Supply Chain department and consists of supporting the missions of MSF OCBA regarding their logistics’ needs. The unit comprises a diverse expertise, to ensure that it can support all different aspects of MSF´s logistics for both regular missions and emergency interventions: construction, shelter, fleet, energy, facility and
cold chain management, general and biomedical equipment management and WHS (water, hygiene, sanitation and vector control). The focus of the unit is to ensure appropriate support and guidance to MSF OCBA’s missions regarding their logistics, in collaboration with other relevant departments/units (operations, medical, financial, projects & IT…).
Along the last years the minimum requirements on electricity supply and HVAC have become a technical challenge in MSF. Big hospitals providing higher service standards and installations for new constructions are now ordinary part of MSF operations. Local regulations for electricity are lining up progressively with western standards thus now construction projects must include a detailed energy project with the proper technical documentation.
Classical energy generation systems are also becoming a concern for some of these structures. Isolation and fuel supply constrain due orography and context make difficult the continuity of electricity supply. Likewise, efficiency and environmental impact are a priority that must be addressed in every action, project or decision.
Therefore, there is a need for specialized support to guarantee safety, continuity of operations, quality and efficiency.
Accountable to the Head of Logistics Technical Unit and functionally reporting to the Fleet Management, Energy & HVAC
advisor, the Energy & HVAC Officer will be assigned to specific technical projects into MSF missions. Therefore s/he will be proactive on organizing her/his own agenda in coordination with Fleet Management, Energy & HVAC advisor and operational logistics.
S/he will also work in collaboration with the Energy & HVAC MSTs (Mobile Support Technicians) and will be responsible for planning, implementation and progressing of the assigned projects in the field.
Accountable for:
- Providing streamlined and close support to the field teams on Energy, Electricity & HVAC, in remote or by field presence, in order to ensure the implementation and respect of the basic standards (policies, procedures and standard setup).
- Enhancing the capacity of the staff involved in the management or implementation of Energy & HVAC projects, by coaching, training and disseminating relevant information.
- Carrying out electricity and HVAC projects for new constructions and rehabilitations of current setups, supporting the teams in the field and ensuring proper implementation in order to guarantee safety and continuity of operations.
- Assessing feasibility of renewable energy /hybrid systems in this context and, when applies, carry out the corresponding project management in collaboration with the Energy technical referent. Capitalise this experience in order to get further standard setups.
- In coordination with the Fleet Management, Energy & HVAC advisor**,** contributing to develop new policies, tools, protocols and SOPs related to electricity, energy and HVAC (with a local, regional or even global approach).
Specific Activities / Tasks / Responsibilities:
Scope/Portfolio
In principal will be all MSF OCBA missions. The portfolio of specific projects will be according of the operational needs and logistics department internal organisation.
Main tasks
· Carry out functional evaluations of the electricity, energy generating and HVAC according project’s portfolio to define electricity installations required.
· Create all technical documentation needed to be included in the construction contract/ project documentation for a new construction or rehabilitation in collaboration with construction managers:
- Electrical sketches
- Scope of the works
- Quality and standards requirements
- Power calculations
- Material orders
· Define and coordinate the implementation of solar/hybrid projects into MSF missions when required in the aim to ensure self-sufficiency, efficiency and minimize environmental impact.
· Establish professional relationship with relevant suppliers, local or international, in order to define the most suitable implementation option in each case.
· Manage and/or contribute to long/medium term multidisciplinary dossiers related to electricity, energy generating and HVAC**
· Advising on innovative actions oriented to operational improvements.
· Carry out and document assessments and tests of new materials and protocols
· Be involved and contribute to MSFs internal initiatives on efficiency and environmental impact, related to Energy and HVAC.
· Be involved in the briefs and debriefs of the Project/Mission positions and support mission HHRR on selecting appropriate staff.
· Participate in MSF trainings as facilitator, contribute to its contents and organise webinars when required.
· Promote the use of the Logistics
Library’s electricity calculation and assessment tools and documentation.
· Provide general support during field visits:
- Coach/train teams and especially local focal persons on electricity according MSF standards.
- Identify and rapidly rectify possible electrical safety risks for persons
- Advice on energy requirements using MSF standard tools.
- Assist on designing/update electrical drawings.
- Support on prepare electricity materials orders
- Assess local suppliers of electrical materials
- Install equipment (hands on) if needed.
- Assess the security" style="border-bottom: 1px dotted #007bff !important;">security and safety regulations at the work place.
· Prepare a Visit Report after each field visit.
Other Responsibilities:
Participate in the intersectional and international working dynamic (support other MSF section in the country if needed). **
Support to emergency intervention in the area of expertise if required (particularly in start-up phase).
In case of need, other logistic tasks will be added to the ToR of the implementation visits, such as punctual contributions to the developments of guidance papers.

· Technical education in electricity
· Experience in designing and implementing electrical installations
· Experience in Energy generation systems (Especially photovoltaic) is a strong asset
· Field experience in developing countries is a big advantage
· Previous field experience with MSF is a strong asset
· Experience in coaching and training of staff
· Good written and oral communications skills
· Ability to set priorities and organize her/his own work
· Fluent written and spoken English. French is highly desirable. Portuguese, Arabic or Spanish is an asset

CONDITIONS

· Annual gross salary divided into 12 monthly payments + secondary benefits based on MSF OCBA Reward Policy.
· Practical working conditions while in the field are as per the MSF-OCBA guideline.
