Introduction
The position is located in the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow). DWT/CO Moscow coordinates the ILO activities in ten countries: Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.
The Senior Employment Specialist will assume responsibility for providing the strategic, policy and technical advice to governments, Public Employment Services and other relevant institutions, as well as social partners in the countries covered by DWT/CO-Moscow on a wide scope of employment issues to promote more and better jobs, ensure that strategies and policies are gender-responsive, more inclusive and that they enhance employment prospects for youth. S/he will lead the DWT/CO-Moscow work on employment to ensure integrity, coordination and synergy of ILO technical assistance, strengthen the analytical and research capacity at the national level, and promote knowledge sharing at sub-regional level.
S/he will be accountable for timely delivery of all outputs under his/her responsibility, including overall coordination with other technical areas of work implemented under the DWT/CO-Moscow’s Outcome Based Work plan.
The incumbent will work under the direct supervision of and report to the Director of DWT/CO-Moscow. S/he will receive technical guidance and advice from the Employment Policy Department at ILO headquarters and will serve as a member of the Global Employment Technical Team. S/he will work in close cooperation with other technical specialists in the DWT/CO- Moscow and with development cooperation staff on employment.
Specific Duties
- Act as primary specialist in the sub-region for employment promotion, skills development and enhancement of employment prospects for youth; lead, manage, conceptualise, integrate and coordinate development and implementation of a sub-regional strategy for the delivery of assistance in the above-mentioned technical areas.
- Conceptualise and make decisions on the content of policy advice and recommendations to Member States in the sub-region on all employment related issues; make decisions on development of employment parts of Decent Work Country Programmes and programmes of cooperation with Member States.
- Provide high-level policy advice and guidance to the ILO constituents on establishing the comprehensive employment policy frameworks, as well as on the development and implementation of the national employment, skills development and active labour market policies and programmes, as well as National Action Plans for employment promotion.
- Develop and implement strategies for promotion of ratification and application of relevant ILO standards, such as the ILO Employment Service Convention, 1948 (No. 88), Employment Policy Convention, 1964 (No. 122), Private Employment Agencies Convention, 1997 (No. 181), and relevant Recommendations.
- Develop diversified capacity-building strategies for different audiences, especially governments and Public Employment Services; develop and adapt training materials and other tools, as well as conduct high-level conferences and workshops at national and sub-regional levels.
- Assume full managerial and supervisory responsibilities for the work of staff under his/her supervision, establishing work plans, setting work priorities and monitoring progress on deliverables.
- Conceptualise, guide and develop cooperation programmes, including development cooperation projects that promote comprehensive employment policy frameworks, spanning different policy areas, in consultations with ILO constituents, and concerned technical Departments and Branches at headquarters.
- Based on the analysis of national development priorities initiate, develop and lead technical work at a country level, including analysis of complex or conflicting data, legal frameworks and national policies in the area of employment; direct the work of technical staff.
- Initiate and organise knowledge-sharing and mutual learning activities with a view to disseminating lessons learnt and good practices, enhancing knowledge base and building networks at the national, sub regional and at the regional levels as necessary.
- Initiate, design, conduct and supervise relevant analytical and policy-oriented advanced research on sub-regional and national policies and programmes that will serve as the basis for the formulation of relevant national strategies for inclusive job-rich growth, employment promotion and skills development.
- Perform other relevant duties as assigned.
Generic Duties
- Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
- Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
- Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
- Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
- Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
- Evaluate the efficiency and effectiveness of the project activities.
- Lead technical advisory missions.
- Conduct seminars, workshops and technical meetings.
- Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
- Write manuals and training guides on related topics.
- Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
- Monitor and coordinate research carried out by junior technical officers and external collaborators.
- Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).
Required qualifications
Education
Advanced university degree in Economics, Political Sciences, Law, Social Sciences or other relevant discipline, with demonstrated expertise in economics and labour market issues.
Experience
Ten to fifteen years' experience on employment and labour market policies of which at least seven years at the international level. This includes advocacy, programme and policy design and management, legislation review, as well as demonstrated work with diverse actors such as governments, employers' associations, trade unions, non-government organizations, UN and other inter-governmental organizations and the private sector. Work experience in Eastern Europe and Central Asia is an advantage.
Languages
Excellent command of English. Knowledge of Russian is an asset.

Demonstrated and recognized technical and/or managerial leadership in carrying out the objectives and policies of the related work unit. Ability to manage large projects to coordinate activities among projects. Demonstrated and recognized technical, advocacy and communication skills in policy development; demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports on policy and programme development; the ability to provide seasoned policy and programme advice to constituents; ability to understand purposes and approaches to policy advice and technical tools outside the specific area of technical expertise.
Behavioural competencies
Ability to conduct discussions and negotiate with governments, employers' and workers' organisations, multinational companies, non-governmental and other UN agencies and bilateral donors. Ability to coordinate activities and work well in multi-disciplinary teams. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twenty-four month period.
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
