Project Summary: The Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) provides monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. USAID awarded Impact Carpet Associates (ICA), a fixed amount agreement to implement the Kabul Carpet Export Center (KCEC) in order to generate jobs and revenue in Afghanistan's carpet sector. Strengthened by KCEC, the carpet industry can generate new employment opportunities for women, young people, both returning refugees and internally displaced Afghans who have carpet-making skills. Through the KCEC Project, USAID seeks to advance the following economic growth measures: accelerate private sector-driven and export-led economic growth, increase employment opportunities, increase equitable access to financial services, and increase regional trade. **Please note: All citizenships are eligible for this position Position Summary: The Technical Evaluation Specialist will oversee the technical aspects of the evaluation during the design and implementation of evaluation, mainly designing the tools, data collection and analysis. This position reports to the AMELA management team and the KCEC Team Lead. This is a short-term position with an estimated level of effort of 56 days. Responsibilities:
  • Support the Team Lead during the disk review
  • Design evaluation tools
  • Lead data collection, with a focus on analysis of the data and oversight of the survey quality
  • Execute analysis plan for the survey results
  • Conduct high-quality and in-depth analysis of social projects seeking job creation opportunities, capacity building, and income generation, particularly in Afghanistan
Qualifications:
  • Master's degree in Social Management, Economics or in a related field required
  • A minimum of fifteen years of experience in conducting evaluations required
  • Demonstrated analytical experience required
  • Ability to travel to field locations of security" style="border-bottom: 1px dotted #007bff !important;">security permits
  • Strong knowledge and experience of designing performance evaluation tools and methodology
  • Demonstrated qualitative and quantitative data analysis and training experience of local staff for data collection required
  • Regional experience and specific knowledge of Afghanistan required
  • English fluency required
